The Humanitarian Inclusion Advisor is a key role and will be involved in the strategic planning and implementation of CBM Global’s response to the current droughts in Northern/Central Kenya and provide technical support on disability inclusion to CBM Global Country Team (CT) and implementing partner teams, such as the Kenya Red Cross Society (KRCS).

This role will also foster relationships with other external actors and advocate for improving inclusion in the wider humanitarian response

Main objectives of the role are:

  • To contribute towards overall strategic planning of humanitarian responses and identify and capitalize on opportunities to promote inclusion of persons with disabilities in the humanitarian response.
  • To strengthen the capacity of CBM Global CT and partner teams to ensure inclusive response and to provide technical support on mainstreaming of disability in humanitarian action to partner organisations.
  • To represent CBM Global in external meetings and influence changes in policy and practice to improve disability inclusion in the wider humanitarian response.

    The role is based in: Nairobi, Kenya with frequent travel as required. This is a national Position.

    The hours are: Full-time.

    The salary range is: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

    Responsibilities

    Strategic Planning and Learning:

    The Humanitarian Inclusion Advisor will engage with key strategic planning processes within the Kenya Country Team (KCT) from a disability inclusion perspective, and work to develop a strategic direction for disability inclusion within CBM Global’s humanitarian preparedness planning, response and external stakeholder engagement:

  • Identify opportunities for partnerships with like-minded organizations and mainstream humanitarian actors to develop partnerships to promote the inclusion of persons with disabilities in the humanitarian response
  • Contribute towards the development of the country Humanitarian Preparedness Plan and overall strategic direction of CBM Global’s humanitarian response programs from a disability inclusion perspective
  • Contribute to the development of proposals and response plans to respond to opportunities to mainstream disability inclusion in humanitarian programming
  • In collaboration with the KCT Program Manager and Humanitarian Coordinator, develop a strategy and detailed action plan for influencing mainstream actors, through advocacy and technical advisory.
  • Support KCT Humanitarian Coordinator to capture important learning milestones in the influencing strategy and present the same to relevant mainstream stakeholders
  • Develop influencing and knowledge products on priorities determined in the influencing strategy (e.g. case studies, learning briefs, videos) to showcase and communicate good practices and lessons relating to disability inclusion.

    Internal Capacity Strengthening:

    The Humanitarian Inclusion Advisor will work to strengthen the capacity of the KCT team and key humanitarian partner(s) to improve inclusiveness within response programming and provide technical support on disability inclusion to humanitarian actors:

  • Provide trainings, coaching and other capacity building for KCT and partner teams to ensure response activities are inclusive and in line with international standards on disability inclusion.
  • Support the development and revision of tools used by partner organizations (ie. rapid needs assessments, targeting criteria, etc.) to ensure tools and administration processes are inclusive.
  • Support the Humanitarian Coordinator and partners in developing inclusive MEAL frameworks, knowledge management systems and inclusive feedback and reporting mechanisms for responses.
  • Mentor and coach KCT and partner staff to carry out advocacy and technical support function for promoting inclusion of persons with disabilities in various humanitarian sectoral activities independently.
  • Facilitate learning events and lessons learned workshop with project partners

    External Representation and Advisory

    The Humanitarian Inclusion Advisor will work to establish relationships with key mainstream organizations, networks and clusters to advance the agenda of disability inclusion and scope opportunities for technical partnerships.

    The Advisor will work directly with mainstream humanitarian
    partners to provide technical advice on disability inclusion, in accordance with the priorities outlined in the Influencing Strategy.

    This could include the following:

  • Advocate for and facilitate the integration of an age and disability analysis in the overall strategic planning, and programming of the humanitarian system including in funding mechanisms, sectoral reviews and evaluations and Humanitarian Response Plans.
  • Link with any national, regional, or local initiatives to support OPD leaders, to engage in advisory to mainstream humanitarian actors on disability inclusion.
  • Work with other like-minded organizations to develop a strategy to ensure disability is addressed throughout the coordination mechanisms.
  • Develop training packages, disability mainstreaming tools and resources, and IEC materials on Inclusion of Persons with Disabilities in Humanitarian Action tailored to the specific requirements of specific actors and clusters
  • Ensure existing guidelines and tools related to age and/or disability inclusive humanitarian action such as the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action and Humanitarian Inclusion Standards are known, disseminated and used at cluster level.
  • Liaise, communicate and coordinate with clusters and working groups, including the cash working group, health, protection, etc., to mainstream disability inclusion in Rohingya refugee response. 7. In collaboration with KCT Programme Manager and Humanitarian Coordinator, represent CBM Global in meetings with donor agencies.

    Other

    Upon request of the Humanitarian Technical Team and with the agreement of the KCT Country Director, provision of surge capacity to respond to humanitarian crisis in other contexts as required

    Person Specification

    Education, Knowledge and Professional Experience

  • Academic or demonstrated applied background in humanitarian and/or development studies, disability studies, social sciences or other relevant qualifications. Graduate or post-graduate qualifications in the above is an advantage but not essential.
  • Minimum of 8 years work experience in humanitarian/ development context and preferably in an advocacy and/or technical support position
  • Minimum of 4 years work experience in inclusion of at risk groups ideally in a humanitarian context– persons with disabilities, women, children, and older people
  • Experience in capacity building preferably in the field of age and /or disability
  • Deep knowledge / understanding on the rights of persons with disabilities, older people or other at risk groups and their challenges in humanitarian/development context
  • Good understanding of humanitarian architecture, disability inclusion standards and guidelines and Universal Design principles
  • Proven experience working with partners and other international stakeholders (UN, INGOs) and humanitarian cluster system
  • Experience in project cycle management (proposal writing, project planning, budgeting, project implementation, MEAL) and managing bilateral donor projects
  • Proven skills in training and mentoring staff

    Language Proficiency

  • English (professional proficiency)
  • Swahili (native speaker or professional proficiency)
