Core Purpose

Acts as Project coordinator for Cluster Eye Health Project

The purpose of this position is to provide support to the CBM Ethiopia Cluster Eye Health Project in terms of programme implementation, administration, reporting and communication to CBM Country Office.

Overall Mission

The job holder is responsible for working as Cluster Project Coordinator. The incumbent will take responsibility for the planning, monitoring, reporting and evaluation of the Cluster Eye Health Project, which is aligned with the CBM Ethiopia Country Plan and CBM Federation strategy.

The job holder is the first point of entry for CBM Country Office in regards to all issues related to program implementation, compliance with CBM reporting requirements, national level advocacy, alliance-building and networking in eye health sector.

Main Activities

Project Planning
  • Coordinate the project planning and budget application process from the partner side with proper input of recommendation of organizational capacity assessment;
  • Identify and report the capacity gap of the cluster partners for input for future CBM development plan for partners;
  • Assist in preparation of the supply list on bases of the available supply and approved budget and share to CBM Country Office on time;
  • Mange the supply of the partner by effectively use CBM supply management system;
  • Report suspected cases of fraud and mismanagement to CBM Country Office;
  • Compile and document regular reports shared to CBM and recommendation and resources shared by CBM.
  • Pro-actively communicate with the partner to ensure that all preparatory steps for starting the new programme have been done ahead of the start date of the project implementation. These should include but not limited to the recruitment of qualified staff, development of clear job descriptions for them and development of monitoring system (later on).

    Project Implementation

  • Strengthen linkages between the partner and the Country Office through effective communication and coordination on programme implementation matters;
  • Coordinate/write periodical reports (narrative/statistics and financial reports) and share to CBM and respond to queries raised from the report review on time;
  • Develop scheduled communication (verbal and written) with Cluster sub-partners regarding the status of implementation of project activities and act accordingly to help and facilitate the resolution of all problems as they may occur. All communications that are important should be documented in writing for reference.
  • Ensure that the Cluster partners project staff are properly oriented or trained for clear and comprehensive understanding of the project
  • Provide the partner with comprehensive understanding of CBM reporting systems for both programme and finance. Emphasis should be given to quality and accountability.
  • Organize and implement trainings to
    strengthen the capacity of sub-partners to meet CBM expectations.
  • Provide constructive and quality feedback to sub-partners if and when necessary.
  • Conduct monitoring visits, analyse results with relevant stakeholders and ensue appropriate action is taken.
  • Ensure the utilization of CBM fund as per the plan and request saving approval whenever there is unused fund;
  • Collect from Cluster sub-partners and share the filled and stamped request of fund template as per the approved budget;

    Documentation

  • Record all results and analysis of project monitoring results/data that are stored at the project level by partners, with important/ strategic findings (lessons learned, best practices, evidence base) also stored at CBM Country Office.
  • Share appropriately project data to be easily accessible for use in project evaluations as well as for evidence to be used in national level advocacy and alliance-building.
  • Ensure relevant new knowledge, project lessons learned and other learning are internalised, documented and shared with CBM Country Office and partners in the spirit of learning.

    Quality Management

  • Ensure that processes and procedures organisationally and at individual project staff level, meet the project requirements for proper quality management and implementation of activities/interventions of the projects
  • Ensure that principles and practice of disability inclusive development are woven through the design and implementation of the projects

    Achieving results

  • Assist partners to plan and organise seminars exposing projects’ successes and positive results that are supported by evidence, inviting relevant district, provincial and national levels government offices and other players
  • Conduct scheduled evaluations and share results accordingly for advocacy purposes.

    Additional responsibilities

  • Carry out role-specific responsibility to safeguard children and adults at risk (as guided by CBM’s respective policies) in programmes and enforce this with any colleagues and partners.
  • Other duties and responsibilities as may be assigned by the Programme Manager.

    Job Requirements

    Pre-Requisites
    Education, Knowledge & Professional Experience

  • Relevant university degree in social sciences, international development or related field.
  • Professional experience of 5 years in a national or international NGO with, with a track record in successfully managing inclusive development and/or eye health programs in collaboration with national partners.
  • Experience in managing institutionally funded projects, including consortium led projects.
  • Experience in evaluation and strengthening of quality and effectiveness systems
  • Proven experience in results-based management and project cycle management, including assessment, monitoring and evaluation, with a sound understanding of budgeting and Programme finance management.
  • Demonstrated experience in managing internal and external relationships and partnerships particularly with national / local governments.
  • Experience in working with various government/bi-lateral/major institutional donors.
  • Proven good organizational and coordination skills as well as a high level of autonomy and flexibility.
  • Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds.
  • Advantage of lived experience with disability.
  • Experience of working with persons with disabilities or promoting disability rights a distinct advantage.
