CBK Manager - Financial Inclusion and Innovations Jobs in Kenya



Job Purpose

The role holder is responsible for taking lead on financial inclusion data collection and analysis covering the four dimensions of Access, Usage, Quality and Impact/Welfare), financial innovations (including FinTechs) and supporting financial capability initiatives including financial services consumer protection and financial education);

Dissemination of financial inclusion data and reports; Identifying suitable tools for the analysis of financial inclusion outcomes and overseeing the coordination and management of projects and initiatives to foster inclusive financial sector development, in collaboration with internal and external stakeholders.

Key Duties and Responsibilities

Strategic Responsibilities

  • Benchmark the Bank’s analytical capability to enhance data collection, measurement, and analysis on financial inclusion and financial innovations including Digital Financial Services and FinTechs.

  • Support Government programmes by providing relevant data, tailored research and advice.

  • Foster EAC integration process and other regional and international collaborative initiatives.

    Technical and Operational Responsibilities

  • Oversee the coordination of and participate in strengthening financial inclusion and innovations data services and measurement including establishment of data platform.

  • Coordinate and participate in the compilation, analysis and dissemination of financial inclusion indicators in collaboration with other key stakeholders including the IMF FAS and AFI reporting.

  • Identifying and work towards acquisition of suitable tools for the financial inclusion data collection and analysis.

  • Take lead in the improvement of financial inclusion measurement and analysis incorporating access, usage, quality and impact/welfare dimensions in collaboration with key stakeholders’.

  • Take the lead in coordinating and undertaking thematic financial inclusion and innovations analysis.

  • Champion the development of National Financial Inclusion Strategy including Financial Education.

  • Support and participate in Financial Education Programmes and initiatives.

  • Ensure timely contribution to and preparation, publication and dissemination of Bank reports and publications as appropriate.

  • Oversee coordination and participate in national, regional and international cooperation initiatives.

  • Provide and coordinate quality economic and financial analysis and research focusing in the areas of financial inclusion, innovations and financial services consumer protection and rights to support inclusive financial sector development.

  • Provide technical support as required to MPC and Board as required by Bank Management.

  • Provide effective leadership and oversight of the Financial Inclusion and Innovations section and support the Deputy Director in the prudent running of the Division.

  • Undertake coaching, mentoring, capacity building and supervisory roles of staff.

    Other Responsibilities

  • Contribute to the performance of other functions in the Bank and to the overall achievement of the Bank’s mandates and strategic objectives as required.

  • Mentor, coach and mobilize the Financial Inclusion and Innovations Analysis Teams
    to achieve planned results

  • Support capacity building initiatives at local, national and regional level.

    Qualifications

  • A Bachelor’s Degree in Economics, Financial Economics, Econometrics or Statistics from a recognized university.

  • A Master’s Degree in Economics, Financial Economics, Econometrics or Statistics from a reputable university.

  • PhD Degree in Economics, Financial Economics, Econometrics or Statistics from a reputable university is an added advantage.

    Work Experience

  • Eight (8) years post-graduate qualification experience in Research and Policy Analysis with at least five (5) years at a Deputy Manager/entry level Manager position or 5 years in a role with similar professional rigour and complexity.

  • Competency in the use of statistical software e.g. PASW, STATA, E-Views, R, Tableau Public, and ArcGIS, is required.

    Technical Competencies

  • Sound understanding and analytical skills in economic and financial sector issues.

  • Better understanding of financial sector issues, and regulatory and supervisory practices.

  • Strong communication and presentation skills including ability to develop proposals, concept papers, position papers as well as write reports and prepare relevant publications.

  • Good understanding of financial reporting requirements and standards.

  • Strong project management skills and practices.

  • Sound understanding of economic and financial issues.

  • Exceptional writing, communication and presentation skills, including ability to write and develop memos, proposals, concept papers, position papers, reports, and relevant publications, as well as to effectively deliver presentations.

  • Strong project management and planning skills.

  • Ability to design, review and come up with survey instruments.
