Job Summary

  • CRS is a technical resource partner to TPO implementing the USAID Keeping Children Healthy and Safe (KCHS) Activity which aims to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Southwestern Uganda.

  • KCHS is a five-year Activity (October 2020- September 2025), however CRS role on KCHS will be for one-year October 2020 to September 2021.
  • Under KCHS, you will manage and provide technical oversight of the startup and implementation of the Activity.

  • You will provide leadership in ensuring effective systems and processes are in place that support high-quality programming for OVC.

  • You will support TPO to identify partner capacity gaps, develop capacity building plans and oversee their implementation.

  • Under your leadership, you will strengthen a culture of data driven programming and ensure the Activity is compliant to PEPFAR/USAID OVC programming guidance and reporting requirements.

    Job Roles and Responsibilities

    • Provide guidance and technical oversight to KCHS to ensure systems are in place for effective transition of beneficiaries from outgoing implementing partners, uninterrupted service provision to existing beneficiaries and enrollment of new beneficiaries to meet the COP 20 target.

    • In line with GOU/PEPFAR/USAID policy guidelines and frameworks, provide leadership in the development and adaptation of program models, guidelines and standards for implementation of high quality OVC programming.

    • Provide technical leadership in identification of partner capacity gaps and support TPO to develop capacity building plans, track implementation while providing on-going mentorship and coaching.

    • Provide oversight of the technical quality of the program, support TPO to establish technical working groups and to facilitate linkages with USG clinical partners, key local government departments of health, community services, education and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards.

    • Provide leadership and build a culture of data demand and use to track progress towards achievement of targets and graduation benchmarks and ensure adherence to reporting requirements per PEPFAR MER 2.4 guidelines

    • Support TPO to develop/adapt tools and conduct regular service quality assessments and Site Improvement Management Systems (SIMS) to ensure effective service delivery at household level and proper documentation of beneficiary records, Standard Operating Procedures and tools available at site level to guide programming and reporting

    • Effectively manage talent for a team of staff under KCHS and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.

    • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP in the OVC and Child Protection portfolio in line with agency, regional, and CP strategic priorities. Serve as the technical lead and technical
    writer to ensure quality proposals in OVC Programming per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.

    Typical Background, Experience & Requirements

    Education and Experience

    • Master’s Degree in Social Work and Social Administration, Public Health, International Development or in the field of OVC programming required.

    • Minimum of 5 years’ experience with PEPFFAR OVC programming

    • Experience in managing moderately complex projects preferably with an international NGO.

    Preferred Qualifications

    • Good experience in project management, including project design, preferably for grants from public donors, including USAID.

    • Experience engaging with partner organizations

    • MEAL skills and experience required.

    • Staff management experience and abilities that are conducive to a learning environment.

    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

    Required/Desired Foreign Language

    • English, Luganda, Runyankore/Rukiga

    Travel

    • Must be willing and able to travel up to 70%.

    Key Working Relationships

  • Supervision: Will supervise a team of two staff that will be working on the KCHS Activity

  • Internal: Reports directly to the Deputy Head of Programming and links with related CRS programs within the CP i.e. Sustainable Outcomes for Children and Youth (SOCY), Child Protection, FASTER and any other children/youth and health related programs that may come on board.

  • CRS East Africa Regional Office (EARO) and HQ as needed

  • External: Will work with consortium partners under the KCHS Activity, government stakeholders at national and local government level, USG partners including clinical partners and the donor (USAID)

    Knowledge, Skills and Abilities

    • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions

    • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

    • Good presentation and facilitation skills

    • Proactive, resourceful, solutions-oriented and results-oriented
