Catholic Relief Services Technical Advisor II - Child Protection and Care System Strengthening Jobs in Uganda;Serve as subject matter expert providing technical advice, guidance and support to strengthen child protection, care and development systems in Uganda. Improve policies, practices, service quality and sustainable system change through collaboration with government, civil society, faith‑based and community stakeholders.

Responsibilities

Technical Guidance

  • Provide expertise on child protection systems, care reform, case management and workforce strengthening.

  • Ensure strategies, tools, training and implementation reflect evidence and standards.

    Systems Strengthening

  • Support government and partners to develop and implement policies, SOPs, tools and guidance.

  • Strengthen national and subnational systems serving children and families.

    Capacity Development

  • Develop competencies and training materials.

  • Provide coaching, training and supervision to project teams and partners.

    Integrated Project Delivery

  • Collaborate with project team, global counterparts and MEAL staff.

  • Support coordinated technical approaches within project strategy.

    MEAL & Learning

  • Ensure relevant data are captured and used to inform programming.

  • Document learning and support continuous improvement.

    Monitoring & Risk Mitigation

  • Track safeguarding concerns and contextual risks.

  • Recommend corrective actions to strengthen child protection outcomes.

    Knowledge Sharing

  • Contribute to reports, briefs and learning products.

  • Participate in networks and working groups.

    Requirements

    Education

  • Bachelor’s degree required
    • Master’s preferred.

    Experience

  • Minimum 5 years in child protection and systems strengthening.

  • Experience with case management, alternative care and workforce development.

  • Experience in international NGO settings and with local partners.

    Skills & Abilities

  • Strong decision‑making and initiative.

  • Time management and multitasking.

  • Budget planning and reporting experience.

  • Proficiency in MS Office and other software applications.

  • Strong written and spoken English required.

    Travel

  • Willingness to travel up to 30%.
