CRS Uganda has a healthy portfolio of projects, serving hundreds of thousands of people each year. Projects currently focus on agriculture and value chains, health, microfinance, peacebuilding, youth, and humanitarian response and recovery, and are funded by USAID, CDC, the United Nations, and private foundations.

CRS Uganda implements its programs through partnerships with local organizations, including international and local NGOs, Ugandan government departments and ministries, the Catholic Church, and community based organizations for maximum impact and sustainability.

CRS Uganda employs around 190 staff and has its main office in Kampala, with sub-offices in Moroto, Yumbe, and Hoima.

Job Summary:
The Program Quality Manager (PQM) will be responsible for ensuring PQ standards and supporting alignment and advancement of our new Vision 2030 Agency Strategy.

The PMQ will provide support to ensure development and implementation of Uganda Country Program (CP) programming, including its large and complex projects, meets CRS program quality standards.

The Program Quality Manager will ensure effective systems and processes are in place and support the CRS project cycle. This includes supporting and providing technical assistance to the CP's Monitoring, Evaluation, Accountability, and Learning (MEAL) work, informing the CP learning initiatives and strategy especially as it relates to ICT4D, Gender, Protection, and growing program areas such as humanitarian response and agriculture.

The Program Quality Manager will also support and at times lead CP business development proposals for smaller opportuniti es, as a proposal coordinator or writer. The PQ Specialist skills and knowledge will ensure that the CP delivers high-quality programming, deliberate learning, and continuously
works towards improving the impact across the CP.

Typical Background, Experience & Requirements:

Education and Experience
  • Master's Degree in International Development, International Relations or a related field required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Experience in project design, preferably for grants from multiple public donors, including USAID, UN, European Union and DfID.
  • Demonstrated ability to write high quality technical proposals and reports.
  • Experience engaging with partner organizations.
  • MEAL skills and experience preferred.
  • Relationship building and teamwork abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

    Required/Desired Foreign Language:
  • Professional proficiency in English required.

  • Travel Required: 25% to field offices and project sites.
