Catholic Relief Services Program Manager I, Emergency Response and Recovery Jobs in Ethiopia;You will manage and provide technical oversight of the development and implementation of the emergency response and recovery programming, particularly for large and complex projects, ensuring effective systems and processes are in place that support high‑quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The role contributes to CRS’ capacity, supporting target countries across a specified focus region, of emergency program across project cycle. Your management skills and knowledge will ensure that CRS delivers high‑quality emergency programming and continuously works towards improving the impact of its emergency response and recovery programming.

Roles and Key Responsibilities

  • Provide management, guidance, and technical oversight of emergency response and recovery projects throughout the project cycle.

  • Manage talent for emergency programs, supervise staff, and provide coaching and performance management.

  • Oversee technical assistance and capacity strengthening activities for staff and partners.

  • Lead program learning, research, publications, and MEAL policy implementation.

  • Contribute to pursuit of new funding opportunities and serve as technical lead/writer for proposals.

  • Oversee identification and strengthening of partnerships relevant to emergency response.

  • Ensure timely and appropriate project expenditures and stewardship of resources.

  • Represent CRS in working groups, clusters, donor meetings, and with local stakeholders.

    Knowledge, Skills and Abilities

  • MEAL skills and experience.

  • Staff management and team development abilities.

  • Proficiency in MS Office and information management systems.

  • Experience in project grants management and donor compliance.

  • Ability to write high‑quality technical proposals.

  • Strong analytical, problem‑solving, and decision‑making skills.

  • Strong relationship management and facilitation skills.

  • Proactive, resourceful, and
    results‑oriented.

    Preferred Qualifications

  • Master’s degree in International Development, International Relations, Community Development, WASH, Shelter, Livelihoods, or Food Security.

  • At least 1 year of experience in emergency programming (WASH, shelter, livelihoods, food security).

    Languages

  • Proficiency in English required.

  • French and Portuguese preferred.

    Travel

  • Willingness to travel at least 50% of the time, often at short notice, for 4–6 weeks (up to 2 months under exceptional circumstances).

  • Ability to live and work in difficult/stressful environments.

    Supervisory Responsibilities

  • None.

    Basic Qualifications

  • Bachelor’s degree in International Development, International Relations, Community Development, or related field.

  • Minimum 2 years of field‑based project management experience.

  • Experience managing moderately complex projects.

  • Experience in an international NGO.

  • Experience working closely with local partner organizations.

  • Located in or able to cover Eastern and Southern Africa time zones.
