Invitation for Data Entry Firm to Contract Dfsa Historic Data Entry

In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations.

CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Background

CRS’ Development Food Security Activity (DFSA) is a United States Agency for International Development (USAID) Office of Food for Peace (FFP) supported initiative to sustain and build upon the previous food security improvements achieved under the Government of Ethiopia’s (GoE) framework of the Productive Safety Net Program (PSNP).

PSNP IV is the most recent iteration and has expanded from its traditional emphasis on food and cash transfers for work and maternal, child health and nutrition (MCHN), to now include Gender, Youth, and Economic Livelihoods.

Through the DFSA, CRS and its local implementing partners (IPs) implement the full range of PSNP IV activities targeting 240,625 PSNP clients in nine woredas in Oromia Regional State (East Hararghe, Arsi, and West Arsi Zones) and Dire Dawa Administrative Unit (see table 1 for the target woredas and implementing partners).

The implementing partners include HCS and MCS. In addition, the project is supported by two technical assistance partners including CCL and Mercy Corps. The project period is September 2016 to September 2021 with a USAID/FFP funding.

The DFSA places emphasis on building local government capacity across all program elements, support GoE in the new Livelihoods component, and more investment in thematic areas such as Gender and Youth that are highlighted in the PSNP IV Program Implementation Manual (PIM).

Purpose of the data entry

The objective of this assignment is to finalize the data entry of historic data for 2 years (for the fiscal year 2017 and fiscal year 2018) in CommCare platform using digital forms/apps.

The backlog data entry is an assignment in 5 project implementation Woredas’ (Babile, Midega Tola, Deder and Melaka Belo) in Oromia regional state and Dire Dawa Administrative Region.

Therefore, CRS/Ethiopia is looking for a qualified and experienced firm to undertake the above stated assignment.

Operation and management

The contract involves data entry using tablets on CommCare application for DFSA implementing partner (HCS). The data entry team closely work with HCS staff in the operational woredas.

The data entry will be done by 15 data entry clerks, who will be managed by 3 supervisors. The supervisors
will update CRS the progress of the data entry; mentor data clerks and troubleshooting; and supervise the overall data entry process.

CRS DFSA team provides two days training for the to be contracted data entry team on the data entry application, data entry forms, device functionality, and management.

There will be a continuous review of data entry progress by checking update on the web from the pre-developed backlog data tracking sheet and also reported data on the DFSA data management system (ITT).

The data entry team address gaps and inconsistencies in each woreda before moving to the next woreda.

Main Responsibilities of the contracting firm:

1. Deploy a team of 15 data entry clerk and 3 supervisors to enter historic data into DFSA MIS platform in 5 woredas (Babile, Midega Tola, Deder and Melaka Belo in Oromia regional state and Dire Dawa Administrative Region).

2. Ensure data in the offices is organized and ready for entry and ease of supervision.

3. Ensure the data entry team enter quality data and at the time speedy. The project set a timeline of two months to complete data entry for the five woredas one at a time.

4. Entering data into database software and check to ensure the accuracy of the data that has been inputted, and continuously update progress on data entry.

5. Maintains data entry requirements and procedures of the project MIS system set for all types of digital forms.

6. Maintain confidentiality of project data and other information and secures information by completing and synchronizing data to the server.

Qualification and personal skills of the data entry team members:

  • The firms will share speed test scores for the data clerks with CRS

  • The Firm will share CVs of supervisors

    Work plan

  • Data entry is expected to start on April 22nd after a two-day training of the data clerks.

  • All data is at the field offices in each respective woredas. Initially, the team will start with backlog data from Deder, Dire Dawa, Midega Tola, Babile and Melka Belo.

  • CRS will plan with the data entry firm on the work plan and targets.

    Required

    1. Submit the daily rate of data clerks and supervisors.

    2. Submit a brief job description of the data clerk and supervisors

    3. Submit an indicative budget for the task. Note CRS will provide all the data entry devises.

  • Train data entry team that include data entry clerks and supervisors

  • Provide devices with data entry platforms

  • Oversee progress of the data entry and take actions as appropriate

  • Approves quality of work being done by the data entry firm
