The Position

The care and treatment lead reports to the Implementation Director (ID) and is responsible for leading the program’s overall clinical strategy and activities. He/she will work with the central program team and site staff to identify and address facility-level and geographic capacity gaps in HIV clinical capacity.

He/she will draft and direct clinical work plans for long- and short-term staff and provide strategic guidance on clinical capacity building to network program-affiliated sites and satellite sites. He/she will also provide on-site mentoring and skills-building initiatives at both site, county, and state levels on HIV clinical issues. He/she will keep the PI abreast of progress and clinical issues and will assist in strategic planning and implementation of long-term objectives.

Responsibilities

  • With the clinical team, assess and improve existing implementation site clinical practices.
  • Work with sites to implement national guidelines on HIV prevention, care, and treatment. Identify gaps and brainstorm ways to remediate them, with a focus on continuous quality improvement. Build capacity of site staff and other local partners to improve program clinical performance and service delivery. Empower site staff and other local partners to gain increasing autonomy in executing clinical activities.
  • Provide oversight of program clinical outcomes and share with the PI and the donor.
  • Integrate HIV clinical activities and best practices into wider health systems strengthening and strategic objectives at sites.
  • Prepare detailed work plans and execute on statements of work related to clinical activities.
  • Develop innovative clinical and operating procedures and implement methodologies.
  • Liaise and manage relationships with clients/donors, government officials, and public and private sector organizations; serve as program clinical representative on working groups.
  • Participate in assessments, trainings, and
    workshops for in-country audiences.

    Qualifications

  • Medical doctor; master’s degree in public health or the equivalent experience desirable.
  • 10 years’ clinical experience. At least five years’ experience working with HIV.
  • Current knowledge of cutting-edge HIV care and antiretroviral treatment and standards of care.
  • Demonstrated analytical skills and experience to identify and evaluate best practices and state-of-the-art clinical approaches to be utilized by the program.
  • Experience with USG and other donor-funded HIV programs.
  • Excellent writing and data analytical skills.
  • Understanding data and use of data toward quality improvement; exceptional problem solving, analytical, and interpersonal skills.
  • Skills in Microsoft and other relevant computer software.
  • Excellent written, organizational, and oral communication skills in English for reporting on program results; ability to train local staff on reporting.
  • Ability to meet deadlines consistently.
  • Fluent spoken, written and presentation in English; Knowledge of Arabic an advantage.
