  • The Vehicle Fleet Manager (FM) position exists to provide The Carter Center’s South Sudan Guinea Worm Eradication Program (SSGWEP) with a viable transport capacity.
    Personnel Management

    Directly supervise the Assistant Vehicle Fleet Manager (AFM) to ensure that

  • The monthly vehicle report sheet is completed and furnished to the Country and Deputy Country representatives before the 21st of the following month.

  • The vehicle allocation sheet is furnished to the Country and Deputy Country Representatives before close of business every Monday.

  • All driver and mechanic leave requests are approved bearing in mind program requirements.

  • All vehicles and motor cycles have up to date registration documents.

  • All vehicles and motor cycles have current insurance coverage.

  • Each vehicle and motor cycle has an individual file in the Juba Transport Office and a mirror copy at the relevant hub.

  • Serve as the overall manager of all transport staff.

  • Ensure all drivers are in place as directed by the Country and Deputy Country Representatives.

  • Ensuring that all positions within the transport department are filled with competent qualified staff.

  • Continually evaluate transport staff providing corrective training as required.

  • Interview and test all prospective transport staff.

  • Prepare draft warning letters when warranted.

  • Prepare and submit bi-annual evaluations for all transport staff. Recommend two drivers and one mechanic for a one-off performance bonus.

  • Ensure that all transport staff are following the transport policy document and SOPs.

  • Ensure that in the event of an accident or any other incident the driver fully completes the incident report form or insurance claim document.

  • Ensure all employees receive proper transport orientation upon initial employment and clear all transport related obligations upon departure from The Carter Center.

    Vehicle Condition

  • It is the responsibility of the Fleet Manager to guarantee the maximum availability of a fleet of vehicles, motor cycles and generators bearing in mind safety and economic viability.

  • The Fleet Manager is responsible for the overall supervision of all hub workshops.

  • The Fleet Manager is responsible for the implementation of the TCC
    preventative maintenance program.

  • The Fleet Manager is required to provide technical assistance to the workshops when required either hands on assistance or in an advisory capacity.

  • The Fleet Manager will perform vehicle inspections while visiting hubs.

  • Any requests for using non TCC workshops, (i.e. accident repair) to perform repairs require authorization by the Fleet Manager.

  • The Fleet Manager will ensure that all TCC workshops are adequately equipped and tool inventories are regularly checked.

  • The Fleet Manager will ensure that all repairs are fully documented.

  • The Fleet Manager will review all job cards and vehicle condition reports on their arrival in the Juba office.

  • Based on Job cards the Fleet Manager will provide a costing for repairs done.

  • The Fleet Manager is responsible for preparing the VOR reports for presentation to the CR/DCR and comment on the situation.

  • The Fleet Manager is responsible for ensuring that the correct lubricants are available and used during maintenance

    Supply and Inventory

  • The Fleet Manager is responsible for ensuring that spare part stores have accurate up to date inventories.

  • The Fleet Manager is responsible for ensuring that all spares are stored properly. And that any perished parts are discarded.

  • The Fleet Manager will write a minimum stock reorder quantity on each stock card in order not to wait until an item is out of stock before reordering.

  • The Fleet Manager will scrutinise and authorise all stock requests from the hubs.

  • The Fleet Manager will on a yearly basis prepare annual bulk spare parts purchase orders bearing in mind current stock holdings and projected usage.

  • The Fleet manager will advise procurement on transport purchases.
