CARITAS Switzerland (CACH) has been working in Ethiopia for more than 45 years. Currently CACH cooperates with four partners in Ethiopia. CACH has successfully been registered as an International Non-Government Organization in Ethiopia and has therefore become operational at project implementation level.

CACH’s main working fields are Climate, Income, Migration as well as Humanitarian Aid Responses. CACH current working areas are in Oromia, SNNPR and Tigray. CACH supports and implements currently about ten projects in these regions. CACH supports and implements different projects in these regions.

Summary of Duties

The Agriculture/Livelihood Expert is reporting to her/his supervisors in Mekelle Field Office and Addis Ababa Country Office. The jobholder will be the reference and the representative of the project on the field.

The Agriculture/Livelihood Expert will be responsible for driving performance and results to achieve objectives, to support and strengthen the planning, implementation, monitoring, and evaluation of livelihood project Eastern Tigray. The jobholder will collaborate closely with other project staff and government staff, and among partner agencies, government, private sector, and community groups.

He/she will support the team to deliver timely project implementation, monitor project activities, and ensure quality in line with the policies, processes, and strategies of CACH. The candidate must be ready to work in a partner set-up with a strong service delivery mentality. The Agriculture/Livelihood Expert must be ready to undertake frequent field trips to project sites in Eastern Tigray.

Main Areas of Responsibility

Project Coordination/Management, Implementation and Reporting

  • Conduct the implementation and monitoring of all activities, at field level, as laid out in the plan of action.

  • Coordinate and support the running of livelihoods activities in the targeted areas/tabias.

  • Support beneficiary’s identification and selection processes together with partners’ staff.

  • Active participation in field assessments (logistic organization, identification of needs, monitoring).

  • Make field arrangements for planned visits to project locations.

  • Assist the project coordinator in the preparation of all project documents and in the implementation of the livelihoods project.

  • Provide technical input to Field Office and Country Office during project/programme formulation, proposal preparation and report writing.

  • Plan the activities on a weekly basis. Supervise their implementation daily, assuring the quality of the work.

  • Coordinate activities with local authorities, key clusters, other implementing actors and partners at the local level.

  • Maintain coordination and appropriate information sharing and communication lines with partners and stakeholders at field level to avoid duplication.

  • Contribute actively to the development of assessment tools.

  • Conduct the field surveys and ensure the collection of data concerning Livelihood activities, including good practices (lessons learnt).

    Administration and Logistics

  • Coordinate with the finance and logistics department for smooth implementation of all the
    activities.

  • Participate and represent CACH at zonal coordination meetings. Inform and coordinate the livelihood activities with the other agencies and actors.

  • Regularly inform the Project Coordinator on the state and progress of the activities and the problems and/or solutions identified.

  • Compile and submit regular project updates according to the monitoring tools designed by the MEAL unit.

  • Organize and archive all the documents (contracts, reports, evaluations, etc.) associated with the livelihood activities.

  • Set up CACH Complaint Handling Mechanism and follow up jointly with the on the complaints from the beneficiaries and communities.

    Communication

  • Seek the support of local authorities (kebele, woreda and zone) in case of facing challenges during implementation.

  • Liaise with other potential local actors, private sector, community institutions for collaboration and attainment of project goal.

  • Actively attend and contribute to zone and woreda level NGO forums.

    Job Requirements

    About you

    The ideal candidate represents the majority of the below mentioned areas:

  • University degree (BSC) or higher in agriculture, rural development, and other closely related field

  • Minimum of four years of work experience in planning and implementing of livelihood projects.

  • Training in livelihoods, business skill or entrepreneurship training is considered an added value.

  • Experience in implementing community-based projects; ability to liaise activities with various actors, with different interest and in different places.

  • Knowledge of Project Cycle Management (annual action plan and definition of the strategy, activities, proposal writing, logical framework, work plan, implementation, reporting, monitoring, and evaluation).

  • Full command of the local working language and good English knowledge is mandatory.

  • Good knowledge and experience of working in partner-managed projects.

  • Ability to represent the organization, and to do assessments.

  • Diplomacy, tact and negotiating skills; and ability to act as a part of a multi-cultural and multidisciplinary team.
