Summary of Role

  • Under the supervision of the Senior Technical Advisor, Monitoring & Evaluation, the successful candidate will be a member of the State Management Team and will primarily lead and supervise all monitoring and evaluation activities across implementing entities.

  • The successful candidate will articulate the priorities of the team to the SMT and cascade focus down through the Specialists, Officers, Associates and other M&E staff to ensure efficient use of available resources towards achieving defined M&E goals.

  • They will ensure adherence to structured principles in the course of implementation of M&E field activities and provide required program statistics within expected timelines to inform project planning and delivery.

  • The Senior Technical Specialist will build and sustain strategic relationships with key stakeholders and maintain an information flow to keep all stakeholders updated with project performance.

    Roles and Responsibilities

    ,li> Effective Leadership of State M&E team in the implementation of all monitoring and evaluation activities for Caritas Nigeria in the state supported SDFs.

  • Provide adequate oversight in the M&E roles for SURGE, FLAGSHIP, and KPIF implementation.

  • Provide adequate support to other key interventions for VL coverage, DMOC, TLD transition, MMD4 and MMD6 strategies.

  • Ensure availability of program data as required for 4GATES, Donor, and GoN reporting and planning cycles.

  • Build the data culture at partner level to increase demand for quality information, systems, and utilization of available data for decision-making.

  • Manage and provide training for data analysis at the service delivery outlets and coordinate the technical assistance to sites to address gaps in program performance.

  • Incumbent will assist in providing technical support and supervision in the planning, implementation and review of M&E activities to supported partners.

  • Support ideal documentation systems that demonstrates evidence of quality service delivery by Caritas Nigeria supported partners

  • Ensure all state supported facilities submit weekly data to the NDR, DATIM, CDR, and any other required electronic platform.

  • Any other duty as may be assigned by the next line supervisor, S.A M&E, Caritas O&E Lead, Principal Investigator, or the Executive Secretary of Caritas Nigeria

  • Monitoring and Evaluation: Regularly monitor stated project milestones and evaluate outcomes of support strategies at appropriate intervals

  • Leadership: Effectively coordinate and manage the activities of state M&E staff such as to enhance their outputs and contribution to overall team productivity

  • Training and Mentoring: Ensure capacities required to deliver on M&E related activities are built across M&E HR levels right down to supported SDFs

  • Program Performance Analysis: Constantly analyze state data to provide insight on status of interventions and gaps to inform redirection where necessary.

  • Reporting: Ensure all timelines for various reports are met and all submitted reports meets all expectations for quality and completeness

  • Representation of Caritas: Participate in meetings and forums as required and use such opportunities to present Caritas in positive light in quality of
    representation and character.

    Reporting & Supervision

  • The Senior Technical Specialist, Monitoring & Evaluation, reports to the Senior Advisor, Monitoring & Evaluation with a reporting line to the State Team Lead and regularly interacts with Deputy State Team Lead, Caritas Nigeria technical and program staff, other members of the State Team and facility staff.

  • S/he will be responsible for supervising Specialists, Officers and Associates in the unit and serves as the Coordinating Officer for the Outcomes & Evaluation Department in the state.

  • The employee will also perform other related tasks as required and will be responsible for reporting and communicating progress and achievement of the specific assigned tasks.

    Desired Qualifications, Skills and Experience
    Candidates must have:


  • Advanced Degree in Statistics or Public Health or Health Informatics or Data Science or Management or Social Sciences.

  • A primary degree in Medicine or Pharmacy or Nursing is an added advantage.

  • Minimum of seven (7) years’ mandatory knowledge and experience in the design, implementation and management of monitoring and evaluation of HIV/AIDS prevention, care and treatment program.

  • Experience and knowledge of ART Surge Response is a major requirement.

  • Advanced skills in MS Excel, MS Access, SPSS and/or SAS and Epi-Info.

  • Experience of dealing with difficult and sensitive situations in a professional manner.

  • Ability to work under pressure, efficiently handle multiple tasks, quickly find creative solutions to problems and challenges that arise, and manage stress and time in a fast-paced work and fluid operating environment.

  • Ability to foster and maintain a spirit of unity, teamwork, cooperation, and learning.

  • Willingness and ability to travel.

  • Strong communication and interpersonal skills.

  • Sensitivity in working with multiple cultures and beliefs, and to gender equity.

  • Proficient with Microsoft Office software: MS Word, Excel, PowerPoint, Outlook, etc.

  • Ability to work both independently and as a part of a team.
