Summary of Role

  • Under the supervision of the Associate Director, Grants & Compliance, the successful candidate will be a member of the State Management Team and will primarily lead and supervise all grants and compliance activities across implementing entities.

  • The successful candidate will articulate the priorities of the team to the SMT and cascade focus down through the Specialists, Officers, Associates and other staff to ensure efficient use of available resources towards achieving defined goals.

  • S/he will ensure adherence to structured principles in the course of implementation of the Unit’s activities and provide required program reports within expected timelines to inform project planning, delivery and decision-making.

  • The Senior Specialist will build and sustain strategic relationships with key stakeholders and maintain an information flow to keep all stakeholders updated with project performance.

  • This role focuses on leading and coordinating grants and compliance processes in the State, working in collaboration with other Grants and Compliance staff to produce high quality and timely financial reports and building the capacity of State Teams and Partners on grants management, compliance and reporting.

  • The Senior Specialist will be responsible for providing program and support teams with general grants management support and advice on donor and Caritas Nigeria regulations to ensure grants are implemented on-track, on time, and on budget.

    Description of Roles & Responsibilities

    Grants Management and Compliance:

  • Work with the Associate Director, Grants and Compliance to support Programs on grants budgeting to ensure that all categories of project costs are taken into account at the conceptualization and submission stage of grant preparation.

  • Support the contract review process and ensure that key internal stakeholders provide necessary input before management approval.

  • Manage grants with partners and ensure program teams know relevant donor regulations and Caritas Nigeria procedures to support on-track, on time, and on-budget implementation.

  • Ensure program team fully understand donor rules and regulations and provide a list of the entire compliance requirements as necessary.

  • Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings.

  • Support the State Management Team in grant revisions, modifications, or budget realignments.

  • Monitor sub-grantees’ compliance with terms of agreement, work plan, prepares regular updates and reports to management.

  • Ensure that all reports go through the necessary review and approval process and are submitted on time and to the expected quality standard.

  • Work with the Program Management team to provide support to sub-grantees and partners with finalization of budgets.

  • Provide training on donor compliance matters and regulations.

  • Support program team and finance in monitoring all compliance requirements related to donor contracts.

  • Review partners’ agreements ensuring the financial and contractual terms and conditions are compatible with CDC/USG requirement and procedures.

  • Support pre-award assessment, develop and negotiate budgets with partners in collaboration with Program Management team and determine capacity-building needs.

  • Support the issuance, modification, and handling closure of sub-grants to partners.

  • Proactively identify compliance risks throughout the portfolio and advice programs, support teams and senior management on necessary actions.

  • Assist in preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate.

  • Establish and maintain electronic and hard copy files for each grant-funded project to be used for tracking and reporting purposes.

    Internal Control Assessments and implementation:

  • Conduct Internal Control and Monitoring assessments as required.

  • Regularly visit the partners for capacity building and assessments.

  • Prepare Site Visit Reports on internal controls, procurement, human resource management, asset management, and budget utilization, site findings, and explanation of findings, criteria and recommendation as well as the follow-up requirements.

  • Prepare working papers to document work carried out during site visits.

  • Ensure that files are organized, legible, and logically developed to document the management, accounting and logistics systems, the
    assessment of those systems, the tests developed and conducted to evaluate those systems, and the tests of reporting accuracy.

  • Give opinion on adequacy of internal controls, compliance with applicable laws and regulations, compliance with partner’s policies and procedures.

  • Perform bi-annual stock count and commodity audits using an approved questionnaire.

  • Such commodities will include medical supplies, technical equipment, and office furniture.

  • Write commodity review reports on weaknesses for approval and for the relevant program managers/technical specialists to take corrective actions.

    Reporting

  • Lead the monthly financial reporting of the state to ensure timely delivery of high-quality reports, which meet donor and Caritas Nigeria requirements, coordinating closely with Finance,
  • Grants and Program Management Teams.

  • Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal 4GATES documentation and Grant Unit tools in the State.

  • Ensure program technical leads and operations staff understand the reporting and other compliance requirements of the 4GATES Program.

  • Ensure that all reports go through the necessary review and approval process and are submitted on time and to the expected quality standard.

  • The employee will also perform other related tasks as required and will be responsible for reporting and communicating progress and achievement of the specific assigned tasks

    Reporting & Supervision

  • The Senior Specialist, Grants & Compliance Management, will report to the Business Official/Grants Manager and work very closely with Grants and Program Management Teams and Finance, Caritas Nigeria Program Area Leads the Chief of Party and the Executive Director/CEO.

    Desired Qualifications, Skills & Experience

  • Advanced degree in Accounting or Finance.

  • Professional Accounting qualification is an added advantage.

  • Minimum of seven (7) years’ experience at Implementing Partner level with good understanding and knowledge of nonprofit accounting and finance and United States
    Government regulations and policies.

  • Experience and knowledge of ART Surge Response is a major requirement.

  • In-depth knowledge of CDC and PEPFAR-funded projects, regulations, compliance and reporting.

  • Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.

  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with CDC Nigeria, Government of Nigeria counterparts and representatives from other key stakeholders such as NGOs, the private sector and other donors.

  • Demonstrated leadership, strategic thinking, organizational and team-building skills.

  • Previous supervision or team leader experience.

  • Willingness to travel within the states and other parts of the country as needed.

  • Proven programmatic, technical and managerial expertise in providing support to institutions to strengthen their management and/or leadership capacity, systems and processes, and sustainability potential

  • Strong interpersonal and organizational skills.

  • Computer skills: Windows applications for word processing and spreadsheet software.

  • Demonstrated capacity to collaborate with colleagues, teams and partner organizations to achieve results.
