CARE is seeking a Program Director (PD) who will be responsible for ensuring that CARE’s Uganda’s programs contributes to CARE’s Vision of “a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security”.

The Program Director is expected to provide strategic leadership in the areas of resource mobilisation, program strategy development and implementation (including emergency response), MEAL (Monitoring Evaluation Accountability and Learning), program quality assurance, evidence based advocacy and IDOS (Institutional Development and Organizational Strengthening).

The PD will lead a team of humanitarian and development practitioners committed to delivering impactful programs aiming at improving the lives of women and girls, with a focus on addressing gender inequality and Gender Based Violence across the continuum of aid.

S\he will ensure CARE Uganda significantly contributes to CARE’s Impact Growth Strategy on GBV in the Great Lakes, building on CARE’s history, body of knowledge and evidence based models to prevent and respond to GBV and build women and girls’ resilience in contexts of chronic poverty and during emergencies.

The PD ensures CARE Uganda has a coherent program strategy that is used as the framework and foundation for humanitarian and long term development program staff to work as one team, drawing from each others’ skills and expertise.

In the more “developmental” sector, this includes strengthening CARE Uganda’s transformation from an implementor of projects and service delivery to a facilitator of social change, using rights based and gender transformative approaches, in close collaboration with a range of strategic partners (civil society and women movement, government, private sector, media, academia etc).

In the humanitarian sector, this involves ensuring CARE has its own delivery capacity of gender responsive emergency interventions, while building capacity of local actors.

The PD will also ensure that evidenced based models from long term development programs are integrated into CARE’s humanitarian work.

Reporting to the Country Director, the PD will be responsible for creating a culture of learning and reflection so that organizational knowledge is used to innovate and continuously improve program strategy, evidence based models, program quality and impact.

S/he is responsible for, along with the Country Director (CD), maintaining good working relationships with relevant line Ministries, donors and key strategic partners with special attention to strategic civil society partners and women led organizations.

S/he directly line manages a team of 4-8 professionals based in different locations and works in close collaboration with peers in program support departments (operations, finance, administration and HR) to ensure adequate operational, Human Resources and financial management capacity aligned with program needs.

S/he works closely with, and is supported by, colleagues at regional level (particularly with CARE Offices in the Great Lakes sub region and the broader East, Central & Southern Africa region) and in the wider CARE International Federation offices (e.g Austria, Norway, Canada, Denmark, UK, USA, etc).

The PD is a member of the Country Office Senior Management Team and may also be requested to act as Country Director during the latter’s absence.

Furthermore, the successful candidate must quickly acquire and demonstrate an understanding of CARE’s programmatic needs as well as strict commitment and adherence to CARE’s Core Values, Mission and Vision,

and promotion of Gender Equity and Diversity (GED).

Responsibilities:

Lead the program strategy development and regular reviews, based on sound contextual analysis, CARE International (CI) global program strategy, CARE’s Great Lakes Impact Growth Strategy (GL IGS) on GBV and CARE’s program approach

Ensure that all initiatives designed and implemented by the Country Office(CO) are in line with the CO program strategy, CI programming framework and performance standards and contribute to achieving the objectives of the CI global program strategy and Great Lakes IGS for GBV

Conduct regular donor scoping exercises of traditional institutional donors and stays current with donors’ strategies and funding forecasts to identify strategic funding opportunities in a timely manner

Leads resource mobilization efforts, including writing concept notes and proposals, having materials for resource mobilization ready (CO capacity statement, portfolio summary, projects’ past performance templates, learning briefs, etc);

Ensure the implementation of CARE’s performance management system for direct reports and their teams

Identify necessary staff development, career development and succession planning strategies for direct reports.

Monitor all CO programs and projects to ensure that they are implemented in a professional manner in line with the project proposals

Ensure donor and government reporting is done according to agreed upon standards, contractual and / or statutory obligations and in a timely manner

Ensure a user friendly and gender sensitive Impact Measurement & MEAL system that allows to track and report on the aggregated CO impact at country level (and over and above individual projects and initiatives) is in place

Establish mechanisms for knowledge sharing and learning between initiatives within the CO program and with stakeholders beyond the CO.

Establish and maintain good relationships with relevant counterparts/departments of the government, CI members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations

Required:

Master’s degree in Humanitarian and /or Development studies or related field

A minimum seven (7) years in a senior management program position in the development and humanitarian sector with management experience of a large and diverse portfolio of restricted institutional donor grants

At least three (3) years’ experience directly managing USG and EU grants (e.g. ECHO, PRM, USAID, etc) as well as other donors such as ADA, Danida, Norad, etc

Demonstrated capability and experience in successfully developing and managing institutional partnerships with a range of actors (e.g. government, civil society, private sector, academia, donors, UN agencies, etc)

Strategic thinker capable of facilitating the creation of a vision of change for women and girls that will inform CARE’s programs as well as CARE’s organizational culture and values

Excellent proposal writing skills (including for institutional donors like US Government, EU, etc) with a high success rate

Proven experience supporting organizational learning for quality insurance and innovation

Demonstrated experience in leading and managing organizational change

Demonstrated leadership and interpersonal skills and proven experience in managing individuals and teams for success

Proven experience in and personal commitment to rights based approaches to development, with an unshakable commitment to gender equality and women and girls’ rights

Excellent understanding of drivers of poverty in developing countries, including at least three years experience working on programs that address gender inequality and GBV

Experience in Uganda desired

Fluent English (written and verbal)
