CARE Strategic Learning Advisor, Highlands Resilience Activity Jobs in Nigeria


  • CARE seeks a Strategic Learning Advisor for the anticipated USAID-funded Feed the Future Highlands Resilience Activity.

  • This procurement is expected to be a five-year cooperative agreement in the $50M+ range.

  • The Highland Resilience Activity will support the graduation of Productive Safety Net Program (PSNP) clients by linking them with new on-farm, off-farm, and employment opportunities.

  • The Activity will have a strong focus on improving access to finance for vulnerable highlands households and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five regions of Ethiopia.

  • This procurement is expected to be released in November 2021 and awarded in May 2022.

  • This is anticipated to be Key Personnel position and as such the candidate proposed for this position is subject to USAID approval.

  • It is also subject to project award and funding. This position will be based in Addis Ababa.

    Primary Responsibilities:

  • Lead the development of the project’s project monitoring plan, including data collection tools and formats and orientation for all partners.

  • Lead routine data collection, analysis, documentation, and dissemination of project findings as per the project’s PMP and results framework.

  • Provide real time data analysis for decision making purposes.

  • Partner closely with all staff to ensure principles of collaboration, learning and adapting (CLA) are recognized and acted on as core elements of the project operations, including leading the Activity’s adaptive management approach.

  • Ensure the project’s activity includes active, intentional, and adaptive learning within and across its multi-sectoral interventions. This includes but is not limited to USG and key PSNP V actors.

  • Improve/facilitate community engagement, peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, and evidence and data utilization in support of adaptive management.

  • In partnership with the COP and technical staff, ensure appropriate and continued collaboration, coordination and joint-planning with USAID and other donor activities (specifically the USAID food security and resilience portfolio), host-government initiatives (such as the PSNP V) and relevant private sector actors.

  • (Given the significant number of humanitarian and resilience activities planned and ongoing in
    the targeted geographic area, USAID expects significant time and expertise to be dedicated to coordination of activities.)

    Qualifications:

  • Master’s degree or PhD in a relevant field plus a minimum of three years of work experience or a Bachelor’s degree and a minimum of five years of relevant work experience required.

  • Demonstrated experience in organizational and peer-to-peer learning, capacity strengthening, collaborative learning and adaptation, and adaptive management especially in fragile, shifting contexts.

  • Demonstrated experience in facilitating learning and knowledge sharing processes, in establishing and managing dynamic feedback systems to capture experiential learning and unintended consequences, and fostering collaboration across teams or organizations is required.

  • Experience working on a USAID-funded program or bi-lateral donor agency projects is an advantage but not a requirement.

  • Technical expertise in one or more of the following is an advantage: market systems development, on and off-farm livelihoods, financial inclusion, gender, youth, and climate resilience.

  • Experience working in low-resource settings is required.

  • Demonstrated ability to build and maintain partnerships and productive working relationships with a wide variety of stakeholders, including NGO partners, host-country government agencies, and the private sector.

  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion, and PSEAH (safeguarding) as evidenced in previous management positions and programming.

  • Ability to translate complex and complicated ideas into easily accessible and understandable concepts and/or messages.

  • Excellent, high-level, demonstrated written and oral communications skills in English is required.

  • Ability to travel to program areas as may be required and as the security situation allows.
