Job Summary

  • The Management Information System (MIS) Specialist is a technical support position for the Livelihoods for Resilience activity.

  • Under the supervision of the Learning, Design and Measurement Manager and oversight of the of the Deputy Chief of Party of Operations, the MIS Specialist will complete the roll out of the MIS System for the project as well as have ultimate responsibility for maintaining the system, strengthening the system over time and building capacity of project and government staff to utilize the system.

  • This includes leading data collection and entry into the MIS platform, analyzing MIS data to track project progress, and generating learning materials from the data.

    Responsibilities and Tasks

    Manage the project’s MIS system

  • Finalize MIS rollout in the remaining woredas of the project

  • Manage MIS users and their associated accounts. This includes creation of login IDs for new users, and freezing users or staff who left the project/organization

  • Updating the MIS system on a regular basis as needed. This includes creating new organization units in the system and linking them with program modules, in addition to data entry and updating households’ profile information in the MIS

  • Server management - Perform back-ups on a regular basis, diagnose the system performance, and liaise with the server hosting company to resolve any issues that emerge. In addition, the post holder will be responsible to make sure that project’s MIS, along with the information it has, is secure

  • Regularly communicate with server hosting company (BAO) and make sure payment for our server hosting service is completed on time.

    Supervision of data entry and data quality

  • Oversee the MIS data collection process and make sure the collected data is transferred into MIS server online

  • Regularly communicate with frontline staff (community facilitators and woreda team leaders) and support them to make sure data collection happens according to agreed standard procedures.

  • Monitor the quality and completeness of MIS data entered into the system and provide regular feedback to field teams.

  • Travel to the field (as permitted within CARE’s COVID travel restrictions) to monitor MIS data collection processes and address observed gaps.

  • Troubleshooting data collection devices (Tablets) - perform light maintenance and configuration of tablets

    MIS data analysis and generation of learning

  • Generate MIS reports periodically and circulate to project team for updating project progress in various technical areas

  • Support generation of learning materials from analyzing MIS data – learning both for program adaption and response, as well as
    learning about program impact.

    Training and capacity building

  • Plan and facilitate tailored MIS training for various users - virtually or in person
    Update MIS training materials such as tutorial videos and manuals in line with changes happening in the system, and facilitate refresher trainings to users accordingly
    Conduct travel to field and facilitate site level mentoring/training to field staff

    Management of staff

  • Supervise MIS Assistant, conduct bi-annual performance review and submit the result to Human Resource Department

  • Mentor the MIS Assistant to help her achieve her annual performance objectives

    Job Requirements

    Qualifications

    Education

    Required

  • Minimum of first degree in MIS, database or computer science

    Desired

  • Master’s degree in MIS, database or computer science

    Experience

    Required

  • Minimum 5 years in rollout and management of MIS/database systems, especially in an area similar to the project context (food security, microfinance, agriculture, poverty reduction).

  • Strong familiarity with the District Health Information System (DHIS2) platform

  • Experience in working on DHIS2 platform customized for development projects

    Desired

  • Experience in creating digital maps and use of map creating software

    Technical Skills

    Required

  • Experience working on DHIS2 platform

  • Highly organized, attention to detail and strong quantitative and qualitative analysis skills;

  • Strong skills in GIS, Excel, ACCESS, PowerPoint;

  • Good oral and written communication and interpersonal skills;

  • Firm belief in quality, integrity, teamwork, gender equality, participatory approaches and sustainability;

  • Proficiency in English, both verbal and written.

    Desired

  • Utilizing analytic tools such as Tabloue and R-programing to perform analysis and for visual presentation.
