Job Summary

CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice with a special emphasis on women and girls.

CARE’s East, Central and Southern Africa Regional Office (ECSARO) is responsible for the oversight of CARE’s operations in the region as well as the provision of support to 15 Country Offices in the region.

The Regional Business Analyst is responsible for the sound Finance & Budget Management within the ECSA Region and the Regional Management Unit (RMU).

S/he provides technical support in Regional report reviews and feedback to Country Office(COs) to include Country Office Monthly Finance & Operations Report(COMFORT), Finance Analysis & Reporting and Budget Grants and Contracts Review log to COs in the region.

S/he will work closely with SSC, RMU and COs to ensure appropriate annual Master Budget Reviews and Financial Accounting & Reporting at the COs.

Job Responsibility # 1: Country Office Financial Management 50%

Support Country Offices in the month end close process:

  • Expenses are all captured in the system,
    Allocation of expenses is completed,
    Resolve any challenges that challenge month end close,
  • In Review of Accounts and supporting schedules for Leave and vacation leave accruals,
  • Provide Support in the Year End preparations and support in follow through for CO submissions in line with the calendar,
    Budget Management: Provide technical support to ECSA COs in Master Budget preparation to ascertain gaps.
  • Support COs in the annual budgeting processes,
  • Deliver technical support to ensure maximized Shared Program Cost recovery and optimize charges to donors instead of Unrestricted.
  • Proactively identify and recommend opportunities to increase revenue, decrease costs, gain efficiencies, improve internal controls or improve operational capabilities
  • Provide financial analytical support for grant budgeting in proposals, especially in costing budgets and ensuring adequate funding.
  • Recommend systems, controls, and procedures for recording program activities.
  • Provide back-filling in Cos so as to support either in Accounting or Grants management.

    Job Responsibility # 2: Regional Financial Management & Capacity Building 30%

  • Monthly Regional Financial Reporting: will support in COMFORT Review and feedback to Cos. Will review and prepare a management report for the Regional Management Team (RMT),
  • Will support in updating the Quarterly Regional Management Dashboard, Procurement spot checks, CO Risk/Compliance Registers,
  • Provide support and troubleshooting to network members experiencing capacity constraints due to turnover and/or transition; could involve periodic deployment. Will be called upon to provide backfilling for Grants and Contracts Manager and Accounting Manager Positions and required to grow into backfilling Head of Finance Roles as may be necessary in the region,
  • Provide technical assistance to Country Office finance teams to improve in country financial operations, and awareness of global accounting and donor requirements. Will be required to participate in CO reviews, desk or in country,
  • As delegated review internal audit, external audit, donor audit and other compliance reports to identify common issues requiring additional guidance, support and/or training,
  • Support in follow up on CO CARE USA audit recommendations to help in implementation and resolving of pending issues on finance.
  • Support SSC and HQ capacity building team in the training in financial management,
    Provide required capacity building to COs to build a robust Financial Management Framework.
  • Assist and when required guidance to the onboarding process of key Finance positions within the region.

    Job Responsibility # 3: Regional Office Financial Management & Other duties -20%

    As will be delegated from time to time, the incumbent will:

  • Support the Regional Office in managing the regional office finances,
  • Liaise with the budget holders in the review of RO finance Reports including donor reports,
  • Help follow up on implementation of the MOU between the Regional Office and the hosting Office,
  • Follow up on Regional Month end close processes and support in the close as per the month end close calendar,
  • Complete ad-hoc projects/assignments as delegated

  • Why things are done is known, but what has to be done and how to do it are not defined. Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations. He or she will face and address problems that are typically non-recurring. 10%

    Qualifications Professional Skills & competencies:

  • Demonstrated ability to establish priorities and to plan, coordinate and monitor his/ her own work
  • High degree of accuracy to ensure correctness of financial information
  • Excellent organizational and communication skills are essential as is attention to detail, team work, customer services and the ability to work in a large, complex international organization

    Education and Experience:

  • University Degree in Accounting, Finance or equivalent
  • 5-7 Years’ Experience in Finance and office management (or administration), preferably in not-for-profit sector.
  • Member of a professional Accounting body eg ICPAK or
  • Experience using large scale automated financial systems (ledger, budgeting and reporting) and spreadsheets/databases required.
  • Knowledge of finance and budget management
    Advanced computer skills, including spreadsheets and database applications
  • Hands on experience of an Enterprise Resource planning system
  • Strong knowledge of US Government rules and regulations is preferred.
  • Knowledge of GAAP and accounting applications suitable for field financial management required.
  • Thorough knowledge of financial and accounting practices and procedures

  • Knowledge of the policies, regulations, reporting formats, and cultures of CARE’s principle donors, including USAID, EC, DFID
  • Facilitation skills to conduct training sessions for small, medium and large sized groups.
