CARE Program Officer - Partnerships Jobs in Kenya;The Program Officer, Partnerships is the operational engine of CARE USA’s global partnership function within PSI, supporting both the AVP, Program Strategy & Partnerships and the Director of Partnerships. Responsible for managing CARE’s strategic partnership pipeline, coordinating due diligence and agreement processes, maintaining partnership knowledge systems, and ensuring all active partnership tracks progress on schedule and to a high standard.

Responsibilities

Partnership Pipeline & Workflow Management

  • Own and maintain CARE’s global partnership tracker.

  • Manage workflow processes and trackers (Bid Pipeline, IPO/PSI).

  • Provide weekly pipeline status summaries, flagging risks and blockers.

  • Coordinate follow‑up actions, meeting logistics and documentation.

  • Maintain consolidated portfolio view across partner type, stage and alignment.

  • Conduct desk research for partner identification and opportunity assessment.

    Due Diligence & Agreement Coordination

  • Drive MOU, framework and agreement tracking process.

  • Coordinate with Legal/Compliance on due diligence workflows.

  • Manage review cycles for concept notes and proposals.

  • Maintain coordination log for active proposals and agreements.

  • Support budget development and MEL framework processes.

    Partnership Materials & External Communications

  • Coordinate development of pitch decks, one‑pagers, briefing notes and talking points.

  • Prepare pre‑meeting briefings and post‑meeting action logs.

  • Support drafting of partner communications, reports and narratives.

  • Contribute to communication materials, case studies and success stories.

    Knowledge Management & Internal Capacity

  • Establish and manage Partnership Learning Hub.

  • Design and maintain partnership tools/templates for
    PSI teams.

  • Disseminate findings and learning via presentations and summaries.

  • Analyse portfolio data to identify patterns and insights.

    Required Qualifications

  • Bachelor’s degree in International Development, Business, Public Policy or related.

  • 5–7 years’ experience in partnership coordination/program management.

  • Experience managing multi‑stakeholder workflows and compliance reviews.

  • Proficiency in tracking systems and productivity tools (Salesforce, Asana, SharePoint).

  • Excellent written communication skills for external audiences.

  • Ability to build/manage relationships across international development sector.

  • Strong prioritisation and multitasking skills.

    Preferred Qualifications

  • Master’s degree in relevant field.

  • Familiarity with CARE’s technical focus areas (gender equality, climate, food systems, women’s economic empowerment).

  • Experience in fundraising, proposal development or resource mobilisation.

  • Knowledge of blended finance, ESG partnerships or private‑sector engagement.

  • Experience maintaining workflow/tracking systems for broader teams.

  • French and/or Spanish language skills a plus.
