Job Summary

CARE International in Uganda supports the financial inclusion aspirations of women and youth who encounter a distinct set of circumstances, in both humanitarian / emergency and relatively stable environments which places them amongst the vulnerable and marginalized members of their community.

Through the Women and Youth Financial Inclusion Program (WAYFIP) women and youth are
empowered to obtain diversified and sustainable livelihoods. They are also supported to access equitable financial inclusion and economic opportunities that can be achieved through engaging with markets,promotion of marketable skills and access to and utilization of financial services.

CARE believes financial inclusion of women and youth will catalyze new and diversified businesses in the local markets and reduce poverty and vulnerability in their households.

The program is largely based on CARE’s
existing Women’s Economic empowerment (WEE) programming where the VSLA methodology
contributes to the strategic approach of its core programs.

In a bid to strengthen our financial inclusion and women economic empowerment strategic approach among the Conflict affected South Sudanese women, CARE Uganda is in partnership with UN Women to implement a three (3) years (2018 – 2021)

Women’s Leadership, Empowerment, Access and Protection (LEAP) programme in Yumbe and
Adjumani districts.

The LEAP programme seeks to increase the opportunities for women for South Sudanese women refugees in Adjumani and Yumbe to:

  • Lead and participate in refugee and host population decision-making processes,
  • Access and protect their rights; and
  • Enhance education and skills and improve economic opportunities and empowerment.

    Responsibilities and tasks:
  • Support partner’s compliance to CARE’s core values and gender transformative programmatic
    approach that emphasizes gender equity and diversity.
  • Conduct multi sector gender assessment with relevant government stakeholders
  • Conduct TOTs in VSL methodology, Cash For work and other technical areas related to Business
  • Skills development, Financial Literacy/ Education , Advanced Business Skills training among others
  • Identify contextual economic opportunities and increase sources of incomes through targeted cash for work and development of capacities and skills for South Sudanese women
  • Support the process of conducting a skills market assessment to inform the cash for work project activities
  • Lead formation of women livelihood groups according to their competencies and the market
  • Mentor, coach and monitor the progress of the partner staff and ensure partners maintain a high quality of work on the ground.
  • Directly supervise partners and field staff to achieve timely project targets and outputs.
  • Ensure that partners submit timely and quality reports
  • Lead data collection , analysis and donor report writing
  • Share monitoring progress reports on
    a regular basis with the program manager.
  • Develop and support an excellent and transparent working relationship between implementing partners and other relevant key stakeholders ( relevant ministry, UN agencies, peer INGOs ) based on effective and timely communication
  • Attend all district and regional agricultural exhibitions and exchange learning events as well as business coaching services
  • Foster linkages and networking between relevant LEAP project partners both in the private and public sector.
  • Work with South Sudanese women to identify structural constraints that can only be addressed by an advocacy intervention and bring them to the attention of the PM and other stakeholders.
  • Effectively represent the LEAP program at relevant fora
  • Participate in the development and continuous review of the overall project M&E systems
  • Support training of partners on the operationalization of the global MIS and other relevant monitoring tools
  • Contribute to the designing of monitoring and evaluation tools to collect relevant program information
  • Participate in the preparation of annual implementation plans and project implementation reports
  • Ensure accurate and timely reporting by partners.
  • Provide Technical support to other CARE Uganda humanitarian projects involved in VSLA
    methodology and cash based programming Participate in the preparation and documentation of lessons learnt and organize sharing of the documented lessons
    R4 Any other duties (5%)

    Relationships and Collaboration
  • This is a mid-level position in CARE and requires a degree of clear headedness, integrity, sensitivity and responsiveness to the needs of the program, mission and program directions of CARE International in Uganda.
  • The jobholder is required to consult and make collective decisions on major operational issues, and procedural changes with the
  • Enterprise skills Development Specialist.

  • The Women Livelihoods and Markets Officer works directly with implementing partners and
    beneficiaries of the project in accordance with the CARE Uganda Cooperative agreement obligations and program work plans.

    Work Conditions
  • The 2 position holders will be based in Yumbe and Adjumani (85%) but some amount of time (15%) will be spent on traveling in support of the program in Kampala and other CARE operational areas.
