CARE seeks a highly skilled, value driven and motivated Programme Manager (PM)- Health and Nutrition responsible for the management of Primary Health Care in Abiemnhom and ‘Integrated Management of Acute Malnutrition’ (IMAM) projects in Abiemnhom and Mayom, in former Unity State in South Sudan in collaboration with partners.

The position holder will supervise Health and nutrition interventions; provide specialised inputs into planning, implementation and reporting of health & nutrition interventions in the field; provide training to health & nutrition staff thereby enabling them to implement health & nutrition interventions within quality parameters. S/he will ensure that interventions contribute to South Sudan Ministry of Health effort in reducing morbidity, mortality especially among children and women.

In addition, the SPM acts as the Area Manager for all CARE'S operations in Mayom and Abiemnom counties.

Reporting to the Senior Health Coordinator, the PM-Health and Nutrition will Keep up to date with best practice in health and nutrition in order to act as an expert; providing advice and guidance as required; prepare project procurement plan and follow up on procurement and delivery of project supplies needed for use in the project;

S\he will supervise data clerks and make sure pharmaceutical information is entered in information Management System, that disease surveillance is implemented as per plans and that all data is submitted to the county health Department as well as CARE's M&E databases;

Seek support of technical assistance from relevant technical units at CARE USA or other CARE international partners, as needed.

The PM-Health and Nutrition will have

the principal responsibility for overall program management and technical operations of the area program.

S/he will liaise with the donor or their representative at field level regarding implementation of activities and management matters relating to the agreement and the projects in the field location.

Responsibilities

  • provide accurate, complete and up-to-date information required for effective strategic and tactical planning in the health and nutrition departments
  • Monitor effective utilization of program supplies and materials
  • coordinate monitoring, evaluation, accountability and learning of CARE, CHD and Outreach Community activities to ensure efficiency, accountability and impact
  • Take lead in conducting a service availability mapping to inform siting of mobile clinics
  • Develop and assure strong donor relations with current and potential donors.
  • Represent CARE at county level coordination meetings
  • Establish and maintain good relationships with relevant counterparts/departments of the government, the locally-represented organization

    Required:
  • Bachelors’ degree in Medicine, Nutrition, Food Sciences, Dietetics, Public Health, Nursing or related field
  • At least three (3) years experience in managing health & nutrition projects in emergency contexts
  • Experience leading project implementation in a complex international development environment and/or conflict zones
  • Experience with HPF and UNICEF reporting, budgeting, procurement and project management procedures desired
  • Proven capacity to negotiate and work with governments at different levels
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships
  • Excellent training skills in defined health/nutrition
  • Excellent English communication skills (both oral and written)
