Role Profile

The purpose of the Senior Procurement Officer position is to coordinate and supervise the procurement services of the Head Office, ensuring provision of efficient, professional and high quality goods and services to the Country Office.

The role is responsible and accountable for the implementation and monitoring of the Country Office procurement policies and procedures ensuring that all goods and services are sourced in a transparent, value for money and efficient manner in line with CARE International, donor and Government regulations.

The post holder is responsible to ensure collaboration and coordination with country program teams and other departments for effective performance of procurement officers under her/his supervision to ensure high quality and timely procurement.

S/he will be required to keep up to date with the CO programs and/or projects to ensure updated master procurement plan is maintained.

Responsibilities and Tasks

1. Line management

  • Overall leading and coordination of procurement officers to ensure cohesiveness of the team.

  • Conduct work load analysis and assign tasks accordingly.

  • Manages all performance management activities including: performance planning, monitoring, annual performance appraisals, and taking action for performance improvement.

  • Assist in the continuous improvement to bring efficiency and effectiveness to the procurement function of the CO.

  • Assist in the development and delivery of Capacity Building plan based on CO procurement periodic assessments.

    2. Procurement planning and coordination

  • Consolidate CO annual procurement plan received from units (programs, program support and Field offices) for timely, coordinated, and efficient/economic procurement;

  • Ensure effective use of consolidated plan for task assignment, sourcing decisions,
    coordination for bulk purchases, timely procurements for budget utilizations, etc.

  • Ensure that all emergency related procurements are responded in timely and flexible manner

  • Assist in proactively identifying supply based issues, to minimize risks, ensure continuity of supply, and utilize emerging vendors in the markets;

  • Ensure consolidation and submission of weekly procurement report so that it assists in timely and informed decision making; budget utilization follow up; for timely corrective actions.

    3. Customers Service Excellence

  • Ensure that all procurements are completed within the set lead times;

  • Ensures coherence within own team to have positive impact on efficiency and value addition to the CO.

  • Maintains effective relationship with customers for improved service delivery.

  • Follow up on auctioning of the feedback from customer surveys.

  • Maintain effective networking/partnership with internal and external customers.

    4. Vendors Management

  • Ensure procurement vendor records are timely and accurately set up and updated within People Soft/FGMS.

  • Coordinate the annual vendor list review and management.

  • Consolidate vendor performance feedback to inform subsequent engagement with vendors.

    5. CO Compliance/risk management

  • Ensure detailed understanding and application of the procurement policy across the CO;

  • Ensure CO compliance with donor rules and regulations in procurement function; closely supports Procurement Manager in the preparedness and response to audits;

  • Assist Procurement Manager in identifying, analyzing and reporting compliance risks in procurement process, implement strong procurement controls, identify procurement red flags, implementation of internal and external audit corrective action plans

  • Ensure all procurement activities are conducted in ethical manner.

    Job Requirements

    A) Education

    Required:

  • Bachelor’s degree in relevant field (Business Administration, procurement / purchasing, logistics) or other related fields.

    Desired:

  • Relevant professional qualifications and/or supply chain management (CIPS qualification or equivalent)

    B) Experience

    Required:

  • Minimum 3 years supervisory experience (of which 1 years should be in humanitarian organizations) in a similar role dealing with both local and overseas Procurement.

    C) Technical Skills

    Required:

  • Proven language proficiency in written and spoken English;

  • Advanced use of spreadsheets for data analytics;

    Desired:

  • Driving license.
