Responsibilities

Incident and Crisis Management Coordination:

Lead initial response to incidents or crisis events reported by Global, Country, or Regional Offices, or identified through monitoring systems

Identify and classify incidents, notify stakeholders, and escalate issues according to protocols and SOPs

Support clear and centralized communication by providing accurate and timely updates

Assist decision-making by collecting, collating, and analyzing information on potential incident escalation

Assist activation of crisis management teams and resources; log incidents accurately for post-incident analysis

Contribute to development and improvement of VSOC processes and digitalization initiatives

Use mass communication systems to issue alerts, advisories, or instructions to staff and CARE travelers

Track international travelers using industry technology and escalate related issues

Reporting and Analysis:

Continuously monitor global events to assess risks and threats to staff safety, program continuity, reputation, and property

Conduct research on global security trends, emerging risks, and regional developments to produce tailored analytical products (scenario analysis, threat assessments, geopolitical analysis, routine reporting)

Ensure quality control and provide feedback for monthly security reports and incident entries

Develop training content on analytical tradecraft and best practices in collaboration with Readiness and Response colleagues

Coordinate translation of publications into non-English languages

Oversee development and maintenance of SharePoint, CSU Standards Library, and internal filing systems

Travel Risk Management:

Provide operational support for staff, travelers, and events, ensuring compliance with protocols

Coordinate CSU Travel Risk Assessments as part of High/Extreme Risk travel protocol

Manage travel authorization and risk system, processing 10–20 requests daily

Write, edit, and distribute travel safety and security guidance

Support

planning and execution of security measures for events and conferences

Update Country Office travel advisories monthly or as needed

Ad-hoc Tasks:

Support CSU projects including workshops, policy development, and representation initiatives

Qualifications

Required Qualifications:

Degree in international relations, conflict studies, security risk or crisis management

2–3 years professional experience (or equivalent combination of education and work experience)

Willingness to work outside normal business hours during crisis response

Ability to research, analyze, and write clearly

Knowledge of Microsoft Office 365 (Word, PowerPoint, SharePoint)

Experience with administration and general office duties

High multi-tasking skills and ability to work under remote management

Preferred Qualifications:

Fluency in English and one or more CARE operating languages (French, Spanish, Arabic)

Experience in I/NGO or security sector

Data analysis skills, including Power BI and advanced Excel
