Job Summary

  • The Advisor: Livelihood and Gender for Advancing Women Enterprises in Addis Ababa, Ethiopia Project will lead the quality design and implementation of initiatives that address enterprise development, women empowerment, and gender equality issues under the project. S/he will be responsible for the implementation of the main aspect of the project, delivering different trainings and business development service package and applying a gender transformative approach, tools, and best practices.

  • It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation/provision of training, workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills.

  • The incumbent will work closely with other CARE technical advisors and program staff to ensure program quality and impact in line with the project goals and objectives.

    Responsibilities abd Tasks

    Job Responsibility #1: Program planning and implementation

  • Identify and map institutions that provide services to MSEs, including government institutions, financial service providers, and training bodies, TVETs as well as other market actors including suppliers and trade associations.

  • Conduct a situational analysis to map the lingering barriers within these actors, reflecting on the challenges identified through various assessment and MSE engagement activities.

  • Provide different packages of business development services tailored to the businesses of the project targets.

  • Organize business to business forums and frequent targeted technical assistance on business development processes as required by the participant.

  • Facilitate/provide further business trainings tailored to the businesses of each target.

  • Facilitate promotion, access to information, and network and market linkage with various market players.

  • Facilitate and follow-up the provision of vocational skills training to selected business owners.

  • Conduct quarterly periodic joint sessions where women can share experiences and receive coaching from successful women business leaders.

  • Identify mentors/role models willing to share their business knowledge, skills, experience, and most importantly, serve as respected role models and seasoned entrepreneurs.

  • Set-up new Village and Savings and Loans Association (VSLA), strengthen existing VSLAs and link them with MFs.

  • Support VSLA’s to manage group savings for investment in business growth.

  • Support VSLA members to set-up member-owned formal financial institutions such as Saving and Credit Cooperatives that avail different services to its members.

  • Manage the Innovation Fund and support selected grantees throughout the implementation of their grant.

  • Link members with formal financial institutions including Micro Finance Institutions (MFIs) to facilitate access to loans.

  • Manage and follow-up the ongoing Social Action and Analysis with targeted women in enterprise, their families and communities.

  • Provide gender training to men families of the targets

  • Lead the male engagement activity; provide training on male engagement to men engagement facilitators and advocators; follow-up the implementation

  • Provide a Gender, Equity, and Diversity Training for service providers and market actors that are engaged in the project to change attitudes and deep-rooted norms.

  • Select service providers to offer quality products and services necessary and appropriate for the development of micro and small women-led enterprises.

  • Conduct role model campaigns and support women and youth rights associations to conduct advocacy campaigns aiming at promoting
    equal opportunities for all.

    Job Responsibility #2: Networking and Representation

  • Establishes and maintain productive relationships with other actors.

  • Represents CARE and contributes, Enterprise Development related forums and discussions at different levels.

  • Work with different units within CARE, PQL staff and others to scale up the good practices and draw lessons from others;

    Job Responsibility #3: Learning, Documenting and Sharing

  • Initiates researches/studies and share results for wider audiences in and outside CARE to enhance program quality;

  • Liaison with different programs in Ethiopia and other country national programs in the area of VSLA, microfinance, and enterprise development.

  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning;

  • Identify/ extract good practices and learning areas related to Enterprise Development and and Gender for further program impact

  • As appropriate record and document lessons from program processes and achievements

  • Share good practices and learning’s to CARE and relevant partners

    Desired

  • Academic experience and familiarity with issues related to Livelihood economy and Gender in enterprise development related with Ethiopia.

    Experience

    Required

  • 8 - 10 years of experience in development of livelihood programs, enterprise development interventions, job creation for youth programmes, and program management.

    Desired

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to enterprise development, business development service provision and gender;

  • Experience in the design and delivery of micro finance programs and the Village Savings and Loan Association methodology;

  • Working knowledge of programming in resource-poor youth urban communities.

    Technical Skills

    Required

  • Outstanding skills in planning and facilitation/provision of training, workshops, coaching and mentoring

  • Fluent in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;

  • Proficiency in standard office software package;

  • Demonstrated leadership ability to inspire and empower others;

  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;

  • Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.

    Desired

  • Knowledge of local languages;
