Job Description

Chaya Humanitarian Organization (CHO) is a non-political, impartial, independent, and non-profit-making organization established on October 26, 2021, and registered by ACSO as a Board led organization bearing certificate No. 5874.

CHO is working to improve the livelihood of the target communities by providing humanitarian services of the highest possible quality in an equitable manner toward achieving sustainable development.

Position description

Reporting to the Executive Director, the M&E Officer will lead the design, implementation, and operation of M&E systems from project initiation to closeout.

She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports to ED. She/he will provide technical leadership and supervise staff experts and oversee data management on gender-related analysis, and ongoing training on M&E to relevant staff.

She/he will conduct regular project data analysis and identify methods to use results for program improvement. S/he will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the geographic area of Activity. This position is contingent upon an award.

The Chaya Humanitarian Organization’s M&E officer, amongst others, will have the following main duties and responsibilities.

  • Participate in program and Project design

  • Assist the Project team with the development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.

  • Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.

  • Responsible for supporting the preparation and review of program reports in collaboration with program staff.

  • Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.

  • Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.

  • Identify the information needs of stakeholders working with the organization

  • Select data collection and analysis methods that would help track progress and help meet the needs by the management of the organization and stakeholders

  • Plan ways for reporting results of projects and programs of the organization to various report users.

  • Organize monitoring and evaluation activities

  • Make sure the results of Monitoring and Evaluation are used for organizational learning.

    Specific duties

    Participate in project and program design

  • Participate in program and project design by way of preparing a logical framework that indicates the process, outcome, and impact indicators and the means of verifications.

  • Develop Monitoring and evaluation plans for specific projects and programs of the organization.

    Identify the information needs of stakeholders

  • Study conditions of grants and project agreements to identify the information need of the donors.

  • Identify the legal requirements of reporting and information disclosure to local authorities

  • Identify the information needs of community members, beneficiaries, and other stakeholders.

    Select data collection and analysis methods

  • Develop the necessary qualitative and quantitative data collection forms.

  • Set data collection procedures that would help to timely collect accurate data

  • Make sure that the forms are being used and procedures are adhered to

  • Define data analysis methods that would enable to generation
    of information that is needed by management and stakeholders.

    Plan a way for reporting results

  • Plan the reporting of results as per the requirement of the various report users (i.e. management, donors, authorities)

  • Prepare timely reports as per plan (monthly quarterly, bi-annually, and annually, etc.) to management, donors local authorities, and other stakeholders.

    Organize monitoring and evaluation activities

  • Organize and conduct baseline surveys as required

  • Prepare monitoring and evaluation schedules

  • Develop monitoring and evaluation tools that would help to measure the impacts of various projects and programs.

  • Make sure all the parties to be involved in the monitoring and evaluation exercise is timely informed and are provided with the necessary information and materials

  • Make sure the necessary facilities and materials to undertake monitoring and evaluation tasks are in place.

  • Make sure that monitoring and evaluation of various projects and programs of the organization are carried out as per the schedule and the resulting reports are timely prepared.

  • Make sure that monitoring and evaluation reports are shared with relevant bodies – donors and other stakeholders.

    Organizational learning from M & E results

  • Make sure that the results of monitoring and evaluation are shared among staff members and management of the organization

  • Ensure that the learning from the monitoring and evaluation are reflected in future program and project design.

    Other tasks

  • Work closely with the program manager and project coordinators and provide the necessary advice and support in the area of monitoring and evaluation

  • Share with colleagues by way of training provisions or other formal information-sharing mechanisms and best practices in the area of monitoring and evaluation.

  • Perform any other task assigned by the mediate supervisor.

    Job Requirements

  • Bachelor’s or Master’s degree in M&E, statistics, demographics, public policy, international development, economics, or related field.

  • Minimum of 5 years of professional experience in an M&E position responsible for implementing M&E activities on development projects.

  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/or performance monitoring plans.

  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.

  • Demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Access, and other accounting tools

  • Strong analytical and problem-solving skills

  • Excellent written, oral, and organizational skills

  • Flexible and creative self-starter who can work both independently and within a team

  • Prior experience in a non-profit environment is a plus

  • Strong analytical, communication, and computer skills.

  • Excellent communication skills, both verbal and written, in English, Afan Oromo, and Amharic are a plus
