Job Purpose & Reporting Responsibility

The Director Accounting services will be In-charge of the County Treasury Accounting Services and shall Report directly to the Chief Officer Finance, ICT & Economic planning.

Duties and Responsibilities

Directing and coordinating routine & non-routine accounting transactions and related matters;

Interpretating Financial policies, regulations and circulars in the County Treasury;

Establishing and maintaining effective internal control systems in the County Treasury;

Ensuring timely preparation of financial statements and reports;

Coordinating IFMIS activities and overall capacity building;

Ensuring strict compliance with the Government Financial laws, Regulations and Procedures;

Ensuring proper handling of Banking Matters;

Coordinating authorization of payment vouchers and approval of payments in the Internet banking system;

Liaising with HRM on County Treasury Staff matters

Playing advisory role to the Chief Officer and County Executive Committee member on accounting
matters; and

Any other relevant duty as may be assigned from time to time.

Requirements and Competencies

Be a Kenyan citizen

Have served in a comparable and relevant position in the Public Service for a minimum period of three (3) years or private sector for a minimum period of ten (5) years.

Possess a Bachelor’s degree in Business Administration, Accounting, Finance, Commerce or

other relevant equivalent qualification from a recognized institution.

A holder of a Master’s degree in any of the following disciplines: Business Management /Administration, Finance, Economics or Commerce from a recognized institution will be an added advantage;

Passed part III of the Certified Public Accountants Examination, CPA (K) or its recognized equivalent;

Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.

A certificate in Strategic Leadership Development Programme lasting not less than Six (6) weeks or its recognized equivalent from a recognized institution;

Demonstrated professional competence in the field of Accounting Services and shown merit and
ability as reflected in work performance and results
