The key role of the Procurement Manager is to oversee the procurement function and to ensure value for money on all procured items, offer quality service delivery and support to other functions within Buildnet so that they can achieve their goals effectively and efficiently.

Responsibilities;


Materials/Asset Acquisition

  • Plan for procurement of all key items managed in line with the budgets.
  • Consolidate procurement items from all departments ensuring that delivery is done as per the users’ needs.
  • Advise users to seek approval on unbudgeted items and items that have exceeded budget.

    Tendering

  • Drive and support sourcing strategies for inputs, raw materials and Assets.
  • Manage the tendering process including; developing RFP’s, advertising, receiving and opening RFP’s etc.
  • Ensure that RFP’S are evaluated properly and according to the approved specifications.
  • Submit reports to tender committee for approval.
  • Provide analysis of the Evaluation Committee reports for submission 
to the Tender Committee (TC).
  • Participate in formulation and establishment of Evaluation 
committee.

    Coordination

  • Ensure proper coordination among departments, suppliers and the tender committee to ensure that user requirements are approved by the committee.
  • Implement/Execute the decisions of the Tender Committee and all Buildnet procurements.
  • Coordinate tender committee meetings, evaluations committee and negotiation meetings.
  • Act as the Secretariat to the TC
  • Communicate deliberations of TC to users and external parties
  • Monitor the market and vendor bases for emerging services and 
trends for potential opportunities and advise management accordingly.

    Vendor management & performance

  • Monitor delivery and quality of products/services by providers.
  • Effect penalty charges to service providers where applicable.

    Reporting

  • Prepare and submit daily, weekly and monthly progress reports on on-going procurements.
  • Prepare
    and submit annual reports on service provider performance and advice to senior management and board.

    Human Resource

  • Provide leadership and guidance to department staff including coaching, training and mentoring.
  • Monitor staff performance and productivity.

  • Conduct staff appraisal in line with approved key performance 
standards and parameters.·
  • This may include attending management meetings and offering advisory support on new projects etc.

    Requirements

  • The Job holder MUST possess a Minimum of a
  • Bachelor’s Degree in procurement. 5 years experience with at least two of those years at a Supervisory level within a procurement related environment. A professional qualification in CIPS would be an added advantage.
  • Proven team leadership and development capability, with exceptional communication skills and the personal integrity/gravitas.
  • Good analytical and negotiation skills.
  • Good understanding of supply chain management procedures and industry 
practice.
  • Strong working knowledge of sourcing and procurement techniques as well as an 
aptitude for reading the market.
  • Ability to write reports and strong experience in collecting and analyzing data
