British High Commission Economic Reform Programme Manager Jobs in South Africa; The Economic Reform programme manager will provide programme management, events and team support for the BHC ODA portfolio and play a critical role in delivering the economic growth team’s objectives. The role presents a unique opportunity to contribute to advancing the UK-South Africa relationship on economic transformation for development and prosperity, at a time when these issues are of increasing importance.
You will work in an agile and flexible way, occasionally providing support in areas outside of your day-to-day role. You may be asked to provide short term cover to colleagues within the Economic team, take on additional responsibilities or be support during a crisis.
Roles and responsibilities: You will have responsibility for the day-to-day management and coordination of:
(1) The UK government’s International Economic Partnership programme which supports South Africa-UK collaboration on international economic policy. It delivers research technical assistance, policy discussion and policy advocacy. The role may expand to include supporting the UK’s programme work on critical minerals in South Africa.
(2) Events and team support for the Economic Growth team, supporting outreach to government and the private sector to strengthen relationships with key stakeholders and support wider team priorities.
Roles and responsibilities include:
Programme and risk management (40%)
Work with FCDO programme leads to support a successful delivery of economic development portfolio ensuring projects are delivered on time, with expected quality and within budget, in accordance with the project plan and the FCDO’s programme operating framework.
Lead on due diligence assessments of potential partners including scoping, site visits and reporting; and support programme leads in procurement and partner mobilisation activities.
Support the design and delivery of a robust programme monitoring, reporting, evaluation and learning framework. This will include critical appraisal of partner reports, climate mainstreaming/ICF KPI reporting, gender equity and social inclusion review, troubleshooting day-to-day project issues, maintaining, and monitoring risk registers and supporting FCDO annual and programme completion reviews as needed.
Lead on document management for policy briefings, including ensuring regular updates to the team’s core brief
Coordinate FCDO relationships with programme delivery partners/ suppliers, key donors, and stakeholders to maintain excellent delivery quality for programme outcomes.
Work collaboratively with SRO and other programme managers across the FCDO South Africa to support the delivery of objectives, share lessons and best practice, and flex to provide cross-cutting programme management support as needed.
Manage programme documentation including file management on MS Teams, ensure compliance and maintain log of internal reporting milestones.
Financial management (5%)
Manage programme budgets, monitor expenditure and cost against delivered and realised benefits/outputs throughout the project lifecycle.
Ensure all requisitions, purchase orders and receipting/payment of invoices meet FCDO’s financial rules and are linked to agreed project milestones and/or partner or supplier reporting obligations.
Ensure budgets are accurately recorded, forecast, and profiled throughout the life of projects and payments actively managed in line with FCDO benchmarks and quality standards.
Ensure that the programme team and delivery partners are consistently practising sound financial management, delivering Value for Money.
Communication and knowledge management (5%)
Develop an effective external communication plan by identifying impactful opportunities for
sharing thematic learnings from the programme such as international conferences, media and publications.
Support the SRO to deliver the communication plan using internal FCDO resources and external delivery partner budgets.
Organise programme events with support from Programme Admin Officer and engage delivery partners and other stakeholders to ensure attendance
Coordinate proactive reporting on projects, emerging risks and lessons learned, for the programme.
Working with communications colleagues in the region, support team in developing and implementing a communications strategy to disseminate programme results, outputs and outcomes to internal and external audiences.
You may also be asked to provide high quality contributions to briefings and other parliamentary and ministerial deliverables
Effective adoption of practices to ensure sustainability of programme activity, assessing and capturing key learning from programme activity, including through completion of Programme Completion Review and any wider evaluation practices.
Contribute to the development of future project and programme proposals.
You will also be expected to act as a gender champion in your role, ensuring Gender Equality Act (2014) compliance and supporting the implementation of gender policy and guidance so that, at the least, no harm is done, and gender inequality is not worsened. You will actively support Economic Growth team’s ambitions on women’s economic opportunities, inclusive growth and poverty reduction through your role.
Events and team support (50%)
Working with other teams in the High Commission to support the planning and delivery of key events, visits and public diplomacy activities, particularly in support of visits by UK ministers and senior officials.
Maintaining a calendar of team events and communication plans
Supporting the team leader to promote and raise the profile of the team’s work, involving building relationships, coordinating activities and sharing information across a wide range of diverse stakeholders. This includes –
Coordinating and reviewing the team inputs to the mission-wide forward look
Leading on event organisation including logistics, guestlist management and branding
Collaborating with comms team to ensure that the external communication activities for Economic Growth team’s programme activities are appropriately delivered
Supporting the team leader in organising team activities such as strategy days, social gatherings, and other team building events.
Manage team-wide information on travel and entertainment budgets
Manage team stationary needs and team meetings ensuring room and VTC are booked, calendar appointments updated, agendas issued in advance, etc
Support Economic Growth team with travel risk assessments and transport planning for visits and events
Lead on mapping regional programme activity, developing an up-to-date overview of the geographical spread of the EcDev portfolio.
