Foreign Commonwealth and Development Office (FCDO) Ethiopia is a large, dynamic and high performing office - implementing the UK’s largest aid programme. Ethiopia has delivered remarkable development results over the past 25 years. FCDO partners with Government, multilateral partners and local organisations across a range of sectors.

It is an exciting, challenging, but rewarding time to be joining the Governance Peace and Human Rights team as a Conflict Adviser. In FCDO, advisers help identify, generate and utilise the best evidence, knowledge, technology and ideas to improve the impact of UK Aid.

Advisers have key roles in programme design, appraisal, management and evaluation; in the development and implementation of policy; and, in development diplomacy and international partnerships. They play a critical role in inter-disciplinary thinking and thought leadership, linking programmes and bringing deep expertise to maximise impact.

They have strong links with development networks, research organisations and professional bodies in the UK and globally.

The focus of the Conflict Adviser is to help reduce the risks associated with conflict through work on understanding conflict and violence, promoting peace-building and conflict prevention.

The Adviser will do this through both policy development and programme delivery; the Adviser will support delivery of the Embassy’s Human Rights and Peacebuilding programme (HARP), Women Peace and Security (WPS) programme, Conflict Related Sexual Violence (CRSV) programme as well as support teams across the office strengthen their programming in relation to the conflict context.

You will also support policy and advocacy work across the portfolio internally and externally, to help respond to conflict drivers across the country and improve conflict sensitive approaches. The role will provide ample opportunity to strengthen a variety of technical competencies and civil service behaviours in a supportive and stretching learning environment; the applicant will be expected to formally accredit to FCDO’s Conflict Advisory profession.

The Jobholder is expected to achieve:

  • Support delivery of the Embassy’s Peace and Human Rights objectives including on supporting HMG’s approach to conflict and post-conflict recovery in Ethiopia, as well as wider policy approach to conflict drivers.

  • Support delivery of the Human Rights and Peacebuilding Programme (HARP) that support the UK’s strategic response to conflict in Ethiopia key beneficiaries being those affected by conflict.

  • Support delivery of the Women Peace and Security (WPS) and Conflict Related Sexual Violence (CRSV) programme. The UK is at the forefront of the advancement of the WPS agenda and has a great ambition to bring a fundamental step change in the global response to CRSV. Support the Embassy teams with provision of high-quality cross-cutting conflict advisory expertise embedding conflict sensitivity across the full range of development and diplomatic activity.

  • Build strong, productive and trusting relationships with Ethiopian counterparts and other external stakeholders building an extensive network of contacts of peace and conflict actors across Ethiopia.

  • Communicating and Influencing – The post holder will need to be influential and persuasive within the Embassy and wider community, regularly representing the UK to senior partners. Responding quickly and clearly to senior managers is also critical.

  • Working together - Embedding conflict advice across the Embassy will require strong working relationships with colleagues of different technical backgrounds and disciplines. It will also require bridging across development and diplomatic spheres.

  • The successful candidate will have a demonstrable track record of delivering conflict outcomes at practical level in the following Conflict Technical Competencies set out below. More information is available in the Conflict Technical Competency Framework.

  • Applied Conflict and Political Analysis: An advisor can undertake robust conflict analysis examining the causes and drivers of conflict and instability, including the centrality of political settlements, regional geopolitics and transnational drivers and the factors that sustain resilience. An advisor can use this analysis to influence strategy, policy and programming.:

  • Conflict Response: Building Peace and Stability: An advisor is expected to assess and develop the appropriate policy and programming response depending on country and regional context and phase of conflict. Including conflict prevention and early warning, stabilisation and early recovery, Peacebuilding and State building.

  • Conflict Sensitivity: An advisor can explain leading practice in conflict sensitivity. Analysing relationship between development and conflict, how aid can play a role in peace and war and how our interventions in the conflict context can minimise harm and maximise peacebuilding effect. An advisor can apply this analysis to design conflict sensitive policy and programmes.

    Essential qualifications, skills and experience

  • Relevant experience working on conflict, peacebuilding, gender, human rights and/or development issues in Ethiopia preferably at national and regional level with evidence of understanding of key policies and strategies.

  • A minimum of a Master’s degree or equivalent level of academic and professional experience in a subject area clearly related to conflict issues.

  • Ability to explain complex issues in clear English to a range of audiences.

  • Experience in influencing policies at senior levels.

  • Demonstrable experience of working with the international development community and an understanding/familiarity with the international development architecture.

  • A proven ability to communicate clearly and confidently, verbally and in writing.

  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.

  • Language requirements: Advanced written and spoken level of English and Amharic

    Desirable qualifications, skills and experience

  • Previously most successful candidates have drawn on 5+ years of relevant experience to show sufficient evidence of the competencies etc.

  • Demonstrable experience of leadership and team management.
