Job Description

  • FCDO Ethiopia is a large, dynamic and high performing office - implementing the UK’s largest aid programme. Ethiopia has delivered remarkable development results over the ast 25 years. FCDO partners with Government, multilateral partners and local organisations across a range of sectors.

  • This role sits within the Resilience and Humanitarian Team (RHT). RHT leads UK Aid’s efforts to build resilience of the poorest and most vulnerable in Ethiopia through strengthening national systems, promoting climate adaptation, and humanitarian reform. We also lead the UK’s response to humanitarian emergencies in Ethiopia.

  • This is an exciting and challenging time to join our team as a humanitarian adviser. You will work at the heart of the UK’s response to one of the most complex humanitarian situations in the world. With nearly 30 million people in need of humanitarian assistance in 2022, the Emergency Relief Coordinator recently called Ethiopia the most alarming situation globally in terms of immediate emergency need.

  • You will be responsible for maintaining assessments and analysis of humanitarian needs and risks in Ethiopia, providing technical advice and oversight for parts of our humanitarian programme, and contributing policy advice to support our humanitaran reform objectives in Ethiopia.

  • You will work closely with experienced humanitarian advisors, programme management staff, and other experts from British Embassy (including human development, conflict and governance specialists).

  • You will be expected to provide humanitarian advice and analysis to the leadership of the British Embassy Addis Ababa, as well as visiting Ministers and senior officials. You will also need to maintain an effective external network within the humanitarian community in Ethiopia.

  • SEO Advisers are given considerable responsibility in FCDO (see role below), but it is also a development post with opportunities and support for the successful candidate to work towards promotion to grade 7 adviser roles over time.

    Roles and responsibilities:

  • Provide regular assessment and analysis of humanitarian needs and risks in Ethiopia (e.g. through situation reports, thematic briefs, and scenario planning exercises).

  • Provide technical advice
    to inform FCDO humanitarian policy and programming. This will include leading on specific policy areas – to be agreed depending on the successsful candidate’s experience and background – and programme partnerships.

  • Maintain an effective network within the Ethiopian humanitarian community. Specific responsibility for deepening the UK’s relationship with national NGOs and our work on localisation

  • Ensure protection risks and a focus on the most vulnerable civilians (including women, children, people with disabilities, and IDPs) are considered in all FCDO humanitarian programmes.

  • Undertake regular field visits (at least 10 days per year) to monitor FCDO programmes and feed into situation assessment and policy development

    Essential qualifications, skills and experience

  • Evidence of providing humanitarian analysis and advice to government, international or national humanitarian organisations and/or donors.

  • Relevant experience working on humanitarian programmes in Ethiopia and strong understanding of Ethiopian humanitarian policies and architecture.

  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.

  • A proven ability to communicate clearly and confidently, verbally and in writing.

    Desirable qualifications, skills and experience

  • FCDO assessment is competency-based rather than on years of experience, but previously most successful candidates have drawn on approximately 5 years of relevant humanitarian experience to show sufficient evidence of the required competencies.

  • Knowledge and experience of working in fragile and conflict affected environments and on protection issues.

  • Experience in influencing policies.
