Job Description (Roles and Responsibilities)

Main purpose of job:

  • Deliver effective ODA programmes in line with HMG programme management best practice, making sure spend delivers good value for money. Particular emphasis is on robust financial management and flexible programme management by developing strong working relationships with internal and external stakeholders.

    Roles and responsibilities:

  • Manage programme relationships with the Head of Programme, SRO, policy colleagues and implementing partners across Ethiopia CSSF network.

  • Proactively build strong relationships with implementing partners in line with agreements and best practice stakeholder management to drive high quality performance and adherence to CSSF standards.

  • Lead the effective financial management of projects to ensure VFM throughout programme cycle, including through accurate forecasting, asset management, timely payment of invoices/claims, and timely submission of financial reports in line with CSSF guidance; where necessary, challenge programme expenditure, making sure implementers are maximising the value of CSSF’s investment.

  • Provide a Secretariat Function for the Ethiopia CSSF Programme Board, organising quarterly meetings, leading on producing papers and issuing them in a timely manner, writing minutes

  • Lead programme design and delivery, working with the Programme Head and SRO to review and agree project activity; advise the Programme Head, SRO and implementing partners on CSSF best practice, drawing on the expertise of colleagues across the CSSF network; make sure that all project activity is aligned with agreed strategic objectives.

  • Support the Programme Head on identifying and shaping new opportunities for the pipeline.

  • Oversee programme monitoring and evaluation, with the support of the Regional M&E Adviser, monitor and evaluate the effectiveness of projects through liaison with our external M&E partners and regular engagement with implementing partners; make sure all project activity has SMART outputs.

  • Oversee programme risk management, working with the programme SRO to coordinate risk management identify and manage risks to programme delivery; work with implementing partners to identify and measure the impact of specific risks, and agree mitigating actions.

  • Support programme sustainability by working closely with DFID to transfer activity where appropriate, working with other donors to identify areas which
    could be taken on by others, identify opportunities for joint funding with other partners, and supporting the scale up of successful pilots

  • Corporate: contribute to the effective management of the East Africa Team; where appropriate, represent the team and wider CSSF in partner meetings; support the Embassy in Addis on corporate issues.

  • The Ethiopia CSSF is part of the East Africa CSSF Portfolio. The East Africa Team are largely based in Nairobi and they deliver programmes which support a more stable, secure, prosperous and better governed East Africa region, whose countries are better able to address their demographic, security and economic development challenges, thereby improving prosperity and reducing threats to the UK. CSSF Ethiopia is a £2.3 million programme to support progress towards an inclusive political transition in Ethiopia.

    It comprises of projects which:

  • Support an inclusive and peaceful political settlement

  • Create the conditions for more transparent and accountable security and justice provision

  • Support better outcomes on women, peace and security

  • Promote peace and reconciliation in Somali Regional State

  • Flexible research and analysis

  • The Senior Programme Manager will join a friendly and supportive One HMG team which brings together FCO, DFID, MOD, NCA and CPS.

    Essential qualifications, skills and experience

  • Experience of ODA programme management including budget management skills and high proficiency in monitoring and reporting, with a proven ability to manage complex relationships.

  • The successful candidate will have an excellent command of written and spoken English, and be able to present complex ideas clearly in briefings and meetings.

  • Language: Fluent English

    Desirable qualifications, skills and experience

  • Experience of CSSF programme management

  • Knowledge of peace and security issues in Africa

  • Fluent Amharic desirable
