Main purpose of job:

  • FCDO Ethiopia is a large, dynamic and high performing office - implementing the UK’s largest aid programme. Ethiopia has delivered remarkable development results over the past 25 years. FCDO partners with Government, multilateral partners and local organisations across a range of sectors.

  • This role sits within the Resilience and Humanitarian Team (RHT). RHT leads UK Aid’s efforts to build resilience of the poorest and most vulnerable in Ethiopia through strengthening national systems, promoting climate adaptation, and humanitarian reform. We also lead the UK’s response to humanitarian emergencies in Ethiopia.

  • This is an exciting and challenging time to join our team as a humanitarian advisor. You will play a pivotal role in shaping the UK response to one of the most complex humanitarian situations in the world. With nearly 30 million people in need of humanitarian assistance in 2022, the Emergency Relief Coordinator recently called Ethiopia the most alarming situation globally in terms of immediate emergency need.

  • You will be responsible for overseeing specific parts of the UK’s emergency response in Ethiopia (for example, the current post holder is leading our response to the drought in Southern Ethiopia). But you will also be responsible for ensuring we make progress on longer-term humanitarian reform objectives in Ethiopia and support the development of strong national systems and innovative solutions to address Ethiopia’s recurrent cycle of humanitarian crises and protracted displacement.

  • You will report to the Senior Humanitarian Advisor and you will work closely with other members of the team. This includes our other humanitarian advisors, experienced programme management staff, and social development advisors. You will be expected to provide humanitarian advice and analysis to the leadership of the British Embassy Addis Ababa, as well as visiting Ministers and senior officials. You will also need to develop an effective external network within the humanitarian community in Ethiopia.

    Roles and responsibilities

  • Provide regular assessments of the humanitarian situation in Ethiopia and lead humanitarian scenario planning exercises for the FCDO.

  • Lead FCDO’s policy engagement and programming with strategic humanitarian partners. E.g. current post holder leads the UK’s relationship with the World Food Programme (WFP) in Ethiopia.

  • As required, lead the UK humanitarian response to specific emergencies. E.g. the current post holder is leading the
    UK response to the ongoing drought in Southern Ethiopia.

  • Lead on aspects of the UK humanitarian reform agenda in Ethiopia E.g. the current post holder is leading the UK’s work to scale up the use of humanitarian cash in Ethiopia and improve coordination between humanitarian cash and social protection systems.

  • Ensure protection risks and a focus on the most vulnerable civilians (including women, children, people with disabilities, and IDPs) are considered in all FCDO humanitarian programmes.

  • Undertake regular field visits (at least 10 days per year) to monitor FCDO programmes and feed into situation assessment and policy development.

  • Note: we will agree the final allocation of policy and programme responsibilities depending on the the technical background and interests of the successful candidate, and the current emergency response priorities.

    Essential qualifications, skills and experience

  • Evidence of expert Humanitarian advisory capacity to government, international or national humanitarian organisations and/or donors.

  • Relevant experience working on humanitarian programmes in Ethiopia and strong understanding of Ethiopian humanitarian policies and architecture.

  • Experience in influencing policies.

  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.

  • A proven ability to communicate clearly and confidently, verbally and in writing.

    Desirable qualifications, skills and experience

  • CDO assessment is competency-based rather than on years of experience, but previously most successful candidates have drawn on 8+ years of relevant experience to show sufficient evidence of the required skills.

  • Knowledge and experience of working in fragile and conflict affected environments and on protection issues.

  • A Master’s degree or equivalent postgraduate qualification in a relevant technical area or significant relevant experience in lieu of such a qualification.
