About the AIM Programme:

The Mastercard Foundation Accelerating Impact for Young Women in partnership with BRAC will create a positive and measurable impact for 1.2 million adolescent girls and young women (AGYW) and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW.

They will have the opportunity to fulfil their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.

Senior Manager, Advocacy & Policy, Mastercard Foundation Accelerating Impact for Young Women in partnership with BRAC (AIM)

Reporting to the Head of Programme for the Mastercard Foundation Accelerating Impact for Young Women in partnership with BRAC (AIM), this will be a full-time position based in BRAC’s Africa Regional Hub in Nairobi, Kenya.

The Advocacy Advisor will work closely with the AIM implementing country leadership, and research, knowledge management, and communications teams to drive the programme’s advocacy work.

S/he will support the delivery of the AIM advocacy strategy, provide technical and advisory support to BI countries to build capacity of country teams to design and implement quality programmes with a focus on advocacy.

An ideal candidate should be passionate and able to amplify the structural barriers affecting AGYW’s advancement, and ready to lead the creation of a supportive and enabling environment for AGYW to thrive.

Key Responsibilities:

  • Advocacy Strategy - Design the strategies and workplans used in our advocacy work and support Country Offices to undertake them

  • Develop an Advocacy Strategy for the programme, across all levels (local to global)

  • Design and support Country Teams to conduct or analyse a Political Economy Analysis (PEA) to identify the strategy, policy and framework environment the program will work in, and identify the organizations, networks, and alliances to understand the critical policy junctures and means to advocate collectively to contribute to systems-level change.

  • Lead Country Teams in identifying the major policy and advocacy initiatives for the programme at all levels (local, national, regional, global), supporting the Country and Regional Offices to carry out Policy and Advocacy work including:

  • Design capacity building initiatives for AGYW, networks, and organizations to identify, convene, collaborate, and coordinate advocacy activities to strengthen and amplify their voice.

  • Support the Country offices to design the training for AGYW to participate in decision-making forums.

  • Explore engagement opportunities with local advocacy-focused organizations for older adolescents and young women.

  • Ensure appropriate safeguarding systems are in place to protect AGYW whilst carrying out their advocacy work.

  • Partnerships - Identify, develop and support Country Offices to grow a set of partnerships at all levels for effective advocacy

  • Support Country offices to engage with relevant market actors, government ministries, national agencies, and youth councils, for evidence-based advocacy at both local and national levels to influence the policy environment and the adoption of programming into mainstream services.

  • Develop a set of relationships with regional and global partners including research institutions, civil society actors, government agencies, the private sector and multilaterals bringing AGYW’s voice to the decision-making table to influence laws, policies and frameworks that push for the inclusion of women
    and the removal of barriers.

  • Support Country Offices to form partnerships with grassroots advocacy groups to engage in policy level advocacy, and engage in dialogues with government stakeholders, employers, and law makers to develop/revise relevant policies.

  • Evidence Generation - Support the creation, analysis and use of evidence to inform advocacy

  • Create an evidence strategy for the programme in consultation with the BRAC Institute of Governance and Development (BIGD), Independent Evaluation and Research Cell (IERC), and/or other research partners, ensuring AGYW’s voice and lived experience informs our advocacy work

  • Working closely with BIGD and/or IERC, support the implementation of a number of research pieces planned under the programme

  • Alongside BRAC Communication Teams, support the development of a number of communications pieces to effectively utilize evidence and learning.

  • Put in place a set of knowledge-sharing forums and best practice platforms where evidence can be leveraged, including regional workshops, evidence dissemination and policy advocacy workshops, as well as collaboration with the Mastercard Foundation’s Gender Communities of Practice and/or other forums.

    Educational Requirements:

  • Post-graduate/Master’s in Public policy, Public Affairs, Development Studies, International Relations, Sociology, Communications, Human Rights, or Gender Issues.

    Required Competencies:

  • A strong knowledge and understanding of advocacy and campaigning for policy change.

  • Strong ability to develop and deliver advocacy strategies

  • Strategic thinker, capable of identifying strategic advocacy moments and opportunities, relevant to the work of AIM.

  • Strong policy analysis and research skills and knowledge of advocacy around AGYW, gender and/or development issues.

  • Ability to interpret and synthesise data and evidence from different sources.

  • Proven knowledge of human rights-based, youth and gender approaches to policy and advocacy.

  • Demonstrated ability to network and forge productive working relationships with individuals from diverse backgrounds.

  • Advocacy work experience in the global South, preferably East and West Africa is strongly preferred.

  • Strong interpersonal skills with demonstrated ability to be a team player and to work independently and with initiative.

  • Proven ability to perform under pressure and prioritize with multiple competing demands.

  • Highly organized, analytical, strategic thinker with strong attention to detail.

  • Ability to travel frequently to BRAC countries as needed.

  • Fluency in written and spoken English is a must; proficiency in Swahili or French is a plus.

  • Exceptional interpersonal, communication and networking skills.

    Experience Requirements:

  • Master’s degree required.

  • A minimum of eight (8) years of relevant experience in areas such as public policy, national and/or regional policy advocacy, international relations, sociology, communications, human rights, or gender issues or proven experience in a related field.

  • Experience in policy and advocacy in Africa and strong connections with key partners and stakeholders in the region are strongly preferred

  • Significant professional experience in a similar level role in the not-for-profit sector, an international/intergovernmental organization, a social movement, a research centre or a social enterprise.

  • Experience in capacity building of CSOs, grassroots networks etc.

  • Experience conducting policy analysis and synthesizing technical information and materials for decision making for advocacy actions.

  • Experience in management or coordination of research, policy, and advocacy-related events;

  • Knowledge of key international, regional sustainable goals agreements and conventions.
