(CBCPM Mapping) in Operational Kebeles of Boset District

Background

Boset Child and Family Charitable Organization is non – profitable humanitarian organization and legally registered as Ethiopian resident charity which is working to building self-reliant and self-sufficient generation in Oromia regional state Boset district through comprehensive and sustainable development approach.

Its vision is to see responsible, self-reliant and empowered citizens in the district and it is working in partnership with Childfund Ethiopia.

Our organization’s intervention is aimed at to support the national effort in promoting and enhancing the well-being and development of disadvantaged children by improving access to sustainable and viable developmental interventions including public awareness.

Through its Sponsorship Project, Boset CFCO is planning to undertake Community Based Child Protection Mechanisms mapping (CBCPM mapping) to engage and mobilize communities to not only understand the protection risk and the availability of different mechanisms/ system but also to take actions in reducing child mistreatment and strengthening child protection systems in the target communities.

It also aimed at helping target communities to plan and strengthen the capacities of key actors and services to better address the identified child protection problems.

The CBCPM approach provides guidance for a local level child protection analysis to:

  • Identify and prioritize child protection issues in the community.
  • Map the existence and effectiveness of the elements of the child protection system in the community.
  • Analyze the issues and systems and use the analysis to plan for the strengthening referral mechanisms at the community level.
  • In the process of CBCPM mapping, participatory data gathering approaches will be used to identify child protection issues in the community, prioritize the issues, analyze and undertake synthesis of the results which will be used for planning process. Through the use of participatory approach, Boset CFCO will partner with its target communities as facilitator in assisting them to better understand the problems and identify possible solutions to child protection harms.

    Objectives

  • The major objective of the Community Based Child Protection Mechanism is to undertake detail community mapping on child protection issues which will be used to develop community action plan that is aimed at improving children’s access to protective services by strengthening community based referral network.

    The specific objectives include

  • Undertake community mapping to identify child harms and contributing
    factors.
  • Identify formal and informal resources for child protection mechanism in the community.
  • Undertake validation work shop with the same community to verify mapping results with community representatives.
  • Conduct validation plus assessment based on the standard in other nearby community to introduce the findings and produce community action and follow up mechanisms.

    Academic Qualifications

  • Lead consultant hold a minimum of at least Master’s Degree in human/Child rights, Sociology, social anthropology Social Work.

    Experience

  • Lead consultant should have over five years’ significant professional and demonstrated experience in facilitating and coordinating participatory community processes in the sphere of development works of Non-governmental organizations; using qualitative and quantitative evaluation methods, mapping, analytical and synthesis skill and interpretation of results;
  • The consultancy firm should have proven professional experience in undertaking community based study, researches, participatory mapping in child focused interventions.

  • Demonstrated experience in undertaking surveys, assessments, evaluations for NGO’s, especially in the area of children interventions
  • The Firm should provide TIN, VAT/TOT, and business registrations certificates that have all been renewed and valid license for the current fiscal year and other authorized documents in technical proposal.

    Skills and Competencies

  • Ability to work with minimal supervision;
  • Proven excellent written and oral communications skills in English;
  • Must be results-oriented, a team player, exhibiting high level of enthusiasm, tact, diplomacy and integrity;
  • Demonstrates excellent interpersonal and professional skills in interacting with Children government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;


    How to Apply

    Each interested firm should submit its sealed Technical and Financial proposals in two separate envelopes duly marking the envelopes as “Technical” and “Financial” proposals including the TOR.

    The document must be delivered to Boset Child and Family Charitable Organization head office, Boset district ,Olanchiti Tow in the bid box prepared for this purpose not later than 7 working days of this announcement.

    We also consider Electronic submission through organization email account if and only if the service providers needed. Bid will be opened by procurement committee on 8th day of the announcement on air at 10:00 am the selected service provider will communicate through their contact address .

    Qualified consultants will be considered based on their responsiveness to the requirements listed above, technical, and financial evaluation results. Finally, the winner will be notified through the firm address.


    Boset CFCO reserves the right to accept or reject all or parts of the bids at any time without assigning any reason or reasons whatsoever.
