  • Reporting to the Country Managing Director, the Q –HSSE Manager will be responsible for coordinating and piloting all Q – HSSE related activities in Uganda and South Sudan.

    Key Tasks & Responsibilities

    Monitor Bollore Operations in compliance with OHS laws and QHSE legislation

    • Ensure identification, monitoring and review of relevant Q – HSE legislation and regulation

    • Secure the legal compliance check is conducted at least once a year

    • Ensure in collaboration with the legal department that all legal management relating to Q – HSE is maintained (Review, Legal Register and Compliance Check)

    • Advice on Quality, Health, Safety and Environmental Legislation changes if operation will be affected significantly

    Monitor Supplier Q – HSSE Performance

    • Support sourcing organisation with Supplier assessments and follow up the supplier evaluation

    • Evaluate supplier performance on QHSE requirements

    • Monitor ASAP performance post contract award

    • Provide feedback on evaluation findings to relevant business/project managers

    Apply and facilitate execution of QHSE policies and directives

    • Drive QHSE management review at least once a year

    • Ensure that both Country and regional QHSE management is aligned with Corporate Q – HSSE procedures and guidelines

    • Guide implementation of Risk Assessment process within the organisation

    • Provide support with analysis based upon the outcome of the compiled results of risk assessments

    • Ensure an annual risk Assessment is carried out on a regional level and report the results to the Group Q – HSE

    • Ensure that Q –HHSE audits, assessments and inspections are conducted

    • Coordinate and pilot the continued improvement management system

  • Follow up results of external audits and ensure that the corrective actions are set up, executed and follow up the internal corrective actions up to their closing

  • Ensure the follow up of the implementation of improvement actions raised and validated in the various systems and present a summary status report to the Zone Managing Director and Director of Logistics on a Quarterly basis

    • Ensure compliance with relevant and applicable standards

    • Carry out audits, assessments and inspections covering Q – HSSE issues

    Manage Q- HSSE reporting and incident management

    • Report major incidents and potential high risk near-misses in line with Corporate procedures

    • Ensure that incidents are reported and investigated according to Q – HSSE procedures

    • Prepare incident statistics and trends

    • Provide monthly and Quarterly reports

    • Provide Q- HSSE reports as required by customers and/or clients

    • Establish Country reporting network in order to be able to compile monthly and Quarterly reports

    Provide Functional Q – HSSE expertise

    • Define Country/unit training requirements in collaboration with HR Managers

    • Define in collaboration with HR Manager, Training Plan (Matrix)

    • Map out which training can be provided internally (e.g. classroom training) externally or on-line

    • Ensure in collaboration with the communication manager the implementation of OHS campaigns and promotions

    • Support and guide routines for employee participation according to OHS procedures

    • Manage relationships with authorities on Q- HSSE related issues

  • Develop and manage country Q – HSSE strategy aligned to Global and Regional QHSE framework

    • Appoint roles and responsibilities and establish country organisation

    • Define the structure and the Q – HSSE competence needs in Uganda and South Sudan

    • Organise and lead regular meetings with nominated employees with Q – HSSE responsibilities

    • Review procedures and changes to Q – HSSE instructions and guidelines with the Group Q – HSSE management

    • Develop Country QHSE Communication Plan

    Security management duties

    • Analyse business and global trends for supply chain security to determine applicability to Bollore business

    • Provide expertise in conducting physical security audits and implementing corporate supply chain security initiatives and technologies

    • Responsible for implementing supply chain security strategies for education, awareness standards, audits and brand protection. Implements consistent standards, programs, assessments and procedures for the global supply chain

    • Identify security risks within the Warehouse and general
    supply chain

    • Implement strategies and programs which prevent theft, diversion and losses from the global supply chain in partnership with Security Service Providers

    • Work with key business partners to develop effective strategies to mitigate supply chain vulnerabilities, maintain continuity of operations and safeguard the organization from supply chain security risks

    • Collaborate with appropriate Bollore Branch managers to provide security input regarding the selection of supply chain vendors. Develop and maintain with government and international supply chain partners

    • Create a framework to assess, clarify and resolve security risks. Conduct security assessments using established evaluation methods

    • Develop key liaison contacts in Industry, Law enforcement, Government and Regulatory agencies to maintain awareness of and provide strategic response to pending legislation, industry trends, external risks and new technologies related to supply chain security

    • Oversee the facility security risk assessment program. Conduct site physical security surveys to evaluate risk and vulnerability at company locations. Assist in assessing, developing and implementing best practices to ensure the appropriate level of physical security and response to any security issues in the country

    • The QHSE Manager shall lead in documenting a Business continuity plan covering all sites in country in the event of an unanticipated interruption of normal operations

    • Articulate the triggers for when alternate business processes need to be deployed, the steps to deploy alternate business processes, the methods for verifying that business has been properly restored and ensuring data integrity, and activities for returning to “normal” business processing

    • The Business Continuity Plan shall describe what Bolloré Transport & Logistics Uganda & SSD will do in the event of an interruption to its operations

    • Ensure that our critical and essential functions continue to provide service to our customers under any adverse condition

    • Support the Managing Director and Crisis Management Team in activating the BCP to facilitate timely recovery of client core business functions and minimize loss of data, revenue and customer confidence B connected & B Excellent Administration

    • Carry out B connected & B Excellent management roles: set proper deployment to safe guard integrity of information stored, create new users, and manage messaging & reminders

    • Document control: Ensure all documents are uploaded & current i.e. polices manuals, procedures, work instructions & forms

    • Improvement Actions: Create & manage audit actions and template for raising & resolving all types of nonconformities

    • Audit: manage all stages of any audit occurring in the organization internal and external audits as well as client audit

    • Training: manage all trainings occurring in the organization

    SEDEX, URSA, TRACE Administration

    • Ensure identification, implementation and monitoring of the SMETA, URSA & TRACE pillars

    • Update the above information in the platforms

    • Coordinate audits by external auditors

    • Follow up results of audit and ensure findings are registered and closed out and support other sites concerned

    Minimum Qualifications & Experience and required skills

    • Bachelor of Science Degree or its equivalent

    • Excellent Working Knowledge of Management Systems e.g. ISO 9001, EMS ISO 14001 and OHSA 18001

    • NEBOSH Diploma

    • 8 years’ experience in a similar environment
