Job Description

Beza posterity development organization /BPDO/ is an indigenous, non-profit making, non-governmental humanitarian organization working on sexual reproductive health, HIV AIDS and STIs prevention, care and support, improving the socio-economic wellbeing of women and girls, environmental protection, youth leadership and employment.

BPDO has entered a project agreement with USAID to implement activities entitled Community based HIV Prevention care and treatment in the selected Woredas of Amhara and Addis Abab regional states with major focus on test and treat and community ART service.

Duration of employment: one year with possibility of extension

Job purpose

Under the supervision of MERL Manager, the MERL Specialist is responsible for regular project progress follow up and will also collaborate with the Program Department to prepare monthly, quarterly and final quantitative and qualitative donors’ and government reports, working closely with Programs as well as with the Finance department.

The MERL Specialist will ensure the reliable data entry and management at the service delivery point and head quarter level. .

Key areas of responsibilities

A. Data Management and Analysis:

  • Supports/strengthens the ways of data collection and the flow of data within different Programs,

  • Strengthens the weaknesses in existing data collection and management system and propose solutions,

  • Performs field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data,

  • Analyzes changes and patterns in MERL indicators data and performance reports in order to make recommendations to Program staff,

  • Ensures that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner,

  • Implements and
    participates in program and project evaluations,

    B. Communication and Reporting:

  • Assists Program Development in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation,

  • Prepares and submits monthly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.

    11. Key Responsibilities:

  • Assesses performance gaps within the different programs and report on corrective actions needed,

  • Formulates and implements key performance indicators (KPI) and deliverables for both new and established projects and monitor them throughout the duration of the projects,

  • Analyzes indicators and performance, evaluate information and make recommendations,

  • Clarifies the core information needs of management and provide relevant and timely information to the Program & Executive Director,

  • Implements and participate in program and project progress evaluation, survey and program follow up in order to advise and recommend tools and strategies to increase program performances and results,

  • Documents the lessons learned and best practices of the different programs and
    projects,

    Job Requirements

    Qualification, experiences, Essential Skills and Abilities

  • BSc in public health or MSc in Monitoring and Evaluation

  • 5 and above years’ work experience with hands on work experience on USAID projects

  • Good level of proficiency in DHIS2 data entry, data validation, data analysis and presentation through pivot table and data visualizer

  • Basic computer skills especially data bases and Microsoft excel

  • Fluency in writing & spoken English
