Background

Baylor College of Medicine Children’s Foundation Malawi (Baylor-Malawi) is a not-for-profit organization partnering with the Government of Malawi in the health sector. The mission is to improve the health and lives of HIV-infected children and families through high quality, high impact, ethical, state-of-the-art, comprehensive care and treatment, training of health professionals, and clinical research.

Baylor-Malawi has an international reputation for innovative, evidence-based HIV service delivery programming.

The Baylor-Tingathe program was designed in 2008 to respond to suboptimal uptake of PMTCT and pediatric HIV services In Malawi. The program supports Malawi in reaching the ambitious UNAIDS 95-95-95 goals, by improving the identification of HIV-positive persons, timely treatment initiation, and long-term engagement in care.

The Tingathe program currently supports a five-year $80 million dollar USAID funded grant entitled “Client Oriented Response to Epidemic control (CORE)” and is operating in six districts in Malawi.

Position Description & Responsibilities

The Operations Director (OD) will oversee all administration, transport, IT, infrastructure activities of the Tingathe program. The OD will conduct an exhaustive review of current polices for administration, procurement, office management, fleet management, professional development, and general program management with the aim of improving and enhancing program performance. Based on this review the OD will develop policies and systems to optimize program performance.

The OD will supervise the senior administrator in the daily management of program operations, working closely with internal departments to set priorities, manage program finances and budgets, ensure implementation is on schedule and within budget, and achieve program outcomes while building management team capacity. The OD will perform the following functions:

  • Review Operational Advances, Liquidations, and funding allocation of expenses to ensure they are appropriately allocated to the correct grant.

  • Oversee administrative office in procurement of supplies, management of stores, and tracking of project assets.

  • Oversee the transport department which oversees a fleet of 50 vehicles and 90 motorcycles.

  • Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; issues tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Internal Procurement Committee for review and subsequent approval by the authorized official.

  • Contributes to development of institutional procurement policies and procedures; develops
    standards and criteria for the evaluation of goods, services, supplier capacity, etc.

  • Provide support for HR functions for operations (eg, recruitment, staff evaluation, disciplinary hearings).

  • Ensure reports requested by partner organizations (including activity and accrual reports, semiannual, annual, and other special one-off operational and financial reports) are completed accurately and on time.

  • Serve on Tingathe Leadership team, participating in strategic planning and other management discussions.

  • Liaise with Baylor-Malawi Senior Management Team on matters of joint interest while otherwise contributing expertise to various management and operational matters as directed.

  • Report directly to the Deputy Chief of Party and Tingathe Director on monthly basis on operational indicators and provide recommendations for addressing issues of non performance.

    Candidate Profile

    Applications were sought from experienced, mission-driven candidates who meet the following profile:

  • 4-year university degree is required with a Masters (MBA or MPA) preferred. Health background experience is a plus;

  • Minimum of 5 years of non-profit management experience with substantial knowledge and experience in finance, human resources, procurement, M&E, and administrative systems

  • Experience implementing a USAID funded program and knowledge of USAID Rules Regulations

  • Experience implementing digital management tools.

  • Extensive knowledge of organizational and operational best practices

  • Excellent listening, writing, and speaking skills

  • Strong presentation skills, interpersonal skills, ability to motivate others.

  • Skilled at setting priorities and directing others’ work.

  • Ability to assess talent and conduct interviews, and experience building effective teams.

  • Strong integrity and trustworthiness.
