Role Summary

  • The Senior Programme Officer of Fundraising, Development and M&E (Monitoring and Evaluation) contributes to consolidate the financial sustainability of the organisation by developing and writing grant proposals to governments, multi-lateral organisations and foundations, identifying opportunities for the organisation to diversify its funding streams and increase its income capacity.

  • He/she assembles and submits grant requests, maintains a centralized and commonly used knowledge management/sharing system on key fundraising information, conduct prospect research, and maintain a calendar of submissions and other deadlines.

  • He/she undertakes a supporting role to proposals developed by regional offices and programs- participating in coordination meetings, providing advice for drafting the narrative and budget, developing specific sections as required and ensuring overall quality of the proposal and compliance with the donor’s evaluation criteria- while leading on cross-programmatic, global proposals and those for core funding.

    Key Responsibilities

    Proactive and timely identification and submission of fundraising opportunities:

  • Contribute to an organisational fundraising strategy for grant-based income to support the overall strategic aims and objectives of the organisation.

  • Based on the strategy, identify fundraising targets through prospect research and recommend potential funding opportunities.

  • Work closely with fundraising and programme staff in regional offices to support the development of regionally-developed fundraising proposals in keeping with the overall strategy.

  • Develop and manage a bid writing project plan, agreeing contributions submitted by different staff and allocating appropriate deadlines for completion.

  • Lead on the development and production of grant proposals in the International Office and for target regional offices, persuasively communicating the organisation’s mission and programmes to potential funders.

  • Review and understand all bid documents to ensure the donor requirements are reflected in the bid, and ensure the bid is informed by a detailed understanding of the evaluation criteria.

  • Coordinate with relevant staff all application activities, including planning, writing, document gathering, communications and final submissions.

  • Work with programmes and finance staff to develop accurate budget information for all proposal applications, including monitoring compliance with our full cost recovery policy.

  • Manage final submissions, ensuring that all required paperwork is fully compliant with applications requirements and is submitted in a timely manner.

  • Follow up on all application submissions and gather feedback so as to continuously improve the effectiveness of fundraising operations.

  • Ensure prompt acknowledgement of grants awarded or gifts to the organisation.

    Keep fundraising systems and procedures updated and fully functioning:

  • Contribute to improve, maintain and manage organisational fundraising databases, such as the projects in the pipeline (PIPs) and the Global Donor Data Matrix, which will eventually translate into the new CRM system, to ensure all contacts and submissions are fully documented for reference purposes;

  • Maintain a calendar to ensure timely submission of letters of inquiry, proposal deadlines, and reports;

  • Contribute and
    facilitate fundraising cross-organisational working group meetings to coordinate and share information between ARTICLE 19 offices and programs;

  • Compile information and contribute to develop communication material for internal and external purposes: fundraising performance reports (annual), newsletters, etc and input into consultations and discussions for the fundraising cross-organisational working group.

    Other:

  • Undertake other duties commensurate with the role as may reasonably be assigned by the Regional Director.

    Person Specification

    Essential:

    Education and Qualifications:

  • Bachelors’ Degree level in Business Management or equivalent;

    Experience:

  • At least 7 years’ in securing funds from private foundations, government and multi-lateral funding sources (e.g. the European Commission);

  • Demonstrable experience in proposal writing and development;

  • Experience of networking and relationship building with a wide range of donors;

  • Demonstrable knowledge of funding application processes and contracts management, funding streams and cycles, particularly for European Commission and donor governments such as the United States, Sweden, the UK, Norway and the Netherlands;

  • Knowledge of charity regulations;

  • Excellent project management skills;

  • Experience of working with partner organisations;

  • Experience of working in a cross-cultural environment.

    Knowledge:

  • Familiarity with human rights, freedom of expression and/or democratization issues in Eastern Africa;

  • Familiarity with international and regional mechanisms for promoting and protecting human rights;

  • Knowledge of politics and societies in Eastern Africa.

    The incumbent should also possess the following skills:

  • Able to operate on own initiative with demonstrable time-management skills;

  • Excellent written and spoken English and Kiswahili;

  • Excellent project management and administration skills (including financial management and reporting);

  • Excellent research and report writing skills

  • Excellent writing and presentation and advocacy skills;

  • Excellent communication skills and sensitivity in working with people from various cultural and social backgrounds;

  • Excellent organizational and logistical skills;

  • Excellent skills in word-processing and working with spreadsheets;

  • Familiarity with the use of e-mail and the internet;

  • Ability to work under pressure, with little administrative support and to meet strict deadlines.

    Desirable:

  • Knowledge of French;

  • Experience of working in an NGO environment;

  • Experience with civil society capacity-building, including training;

  • Experience in the human rights advocacy field;

  • Research experience; and

  • Experience of writing/editing publications.
