Are there any available Scholarships & Grants for dual American citizen staying in the Philippines?

I am currently staying in the Philippines with family members to further my education in my mothers birth country.

I am a US and Filipino citizen and is currently not in school do to financial problems. Though it is very cheap to live here in Tagbilaran, Bohol, Philippines it is no longer in the power of my parents to fund my education and for daily life.

I have found a job working for it isn't much to even feend myself for a month. I would like to know if there are any grants and or scholarships that will provide tuition payments (partial or all) and daily allowance?
