Application Requirements and Qualifications

I have three questions

1) If I download the application form how and filling all what is required I will send it by which modes?

2) If I have a lower second class with honors is there any possibility to get a scholarship for Masters?

3) Most of Tanzanian English language is a serious problem, QUESTION Is there any assistance given to them so as to be competent in written, speaking and listening English?
