Key Duties & Responsibilities

  • Develop and monitor the implementation of a consolidated and comprehensive care and treatment plan and budget aligned district& facility-based activities in the region in line with the project objectives and ANECCA-Uganda financial
    guidelines.

  • Bench mark the site assessment data of the current state of a HF in the region with expected ART/MNCH standard service deliveries for MoH & follow up recommendations for improving HF systems and structures and accreditation of
    facilities for ART/MNCH clinic establishment in line with MoH related guidelines.

  • Bench mark systems and structures for existing accredited HF in the region for ART/MNCH clinic care &treatment with the expected MoH systems and structures and monitor the implementation of related developed quality improvement

    projects as per MOH related guidelines.
  • Develop and monitor the implementation care and treatment capacity building plans to address related periodically identified needs in the region in line with capacity building guidelines for ANECCA-Uganda and MoH.

  • Develop and monitor the implementation of periodic ‘care and treatment’ performance targets for various projects an liaison with key stakeholders then produce periodic reports to key stakeholders in line with various Project objectives.

  • Review and monitor the implementation of HR support activities to enhance a competent & motivated team of ‘care & treatment staff’ in accordance with ANECCA-Uganda human resources manual.

  • Develop and strengthen partnerships & networks with the districts, CBOs, NGOs and other influential groups to have harmonized interventions/strategies for community mobilization and advocacy for paediatric and adolescent care and treatment in the region in line with ANECCA-Uganda’s mission.

  • Develop and monitor implementation of strategies for strengthening early identification, linkage and retention of infants and children who are exposed to or have HIV in line national Paediatric/adolescent HIV//AIDs strategies.

  • Monitor the implementation of strategies for scale up of adolescent HIV care and treatment services package among existing Health facilities services by the ANECCA-Uganda implementing teams in line with national Paediatric/adolescent
    HIV//AIDs guidelines.

  • Review and monitor the implementation of strategies for behavioral change to enhance provision of targeted combination prevention services for MARPs, and other special populations in line with the National HIV Prevention Strategy

  • Develop and monitor the implementation of initiatives for conducting care and treatment related operational research and as well write fundable proposals for program continuity in line with ANECCA-Uganda research and
    donor guidelines
    of given projects

  • Monitor the strategies for conducting operational CQI oriented research based on documented CQI related lessons learnt and take lead in organising periodic districts lessons learnt workshops for key stakeholders to share experiences in line with the mission for ANECCA Uganda CQI unit and research guidelines.

  • Prepare and submit activity terms of reference (TORs), budgets, requests, accountabilities and reports in a timely manner
    and in accordance with USAID LPHS ANECCA SOPs.

  • Write and submit weekly, monthly and quarterly reports in line with USAID LPHS ANECCA, MoH and donor reporting guidelines

    Required Education Training, Experience, other relevant skills& personality attributes

  • Bachelor’s in medicine and surgery (MBChB). Active Registration with the Uganda Medical and Dental Practitioners Council is a MUST.

  • A master’s degree in public health or related field and aadditional Training/ Specialized training in HIV/AIDS will be an added advantage.

  • 5 years of experience in managing HIV/AIDs related programs/projects with (2) years relevant working experience preferably in health development at a senior management position, with a reputable international NGO, and direct
    experience with government and donor representatives in clinical settings to large scale HIV/AIDS HSS interventions within MoH structures and systems.

  • Knowledge in HIV/AIDS/TB clinical program management, including the current national guidelines for HIV prevention, care and treatment district led programming, use of quality Improvement & Collaborative approaches,
    implementing USG programming policies and regulations, MoH and district procedures and practices

  • Demonstrated computer skills in MS Office Applications and experience in strategic information management is an added advantage

  • Experience and ability to work in hard to reach areas like Karamoja Region

  • Good report writing skills, research skills analytical skills, networking skills, ability to respond to tight deadlines

  • Excellent communication and interpersonal skills including the ability to work effectively in a team.
