Job Summary:

  • The Monitoring, Evaluation and Learning (MEL) Officer will be primarily responsible for daily
    implementation of Monitoring, Evaluation and Learning activities for SRHR/SGBV program. The activities
    will include work planning, tracking progress of program activities, development of data collection
    instruments, routine data collection, extracting data from DHIS2, updating the results matrix, conducting
    DQAs, mentoring YLOs, WLOs on monitoring.

    Duties and Responsibilities

    • Build the capacity and provide continuous mentorship to health facility and district staff on use of HMIS tools, proper data management analysis and use of data to support decision making at
    health facility and district level.

    • Conduct joint monitoring visits with the district staff and other stakeholders and ensure conformance of the program implementation inline to the program objectives, work plans, budget and expected results.

    • Document best practices and lessons learned and share with program staff and to maximize impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.

    • Responsible for data accuracy. Conduct secondary data analysis of routine program data to
    identify evidence-based best practices for scale up.

    • Provide necessary information required to compile quarterly, annual report, donor reports and
    other reports as and when required.

    • Work with the health facility teams to document and track quality improvement projects.

    • Participate in the preparation of work plans, target setting, budgets, M&E plans and
    performance frameworks for the program.

    • Take lead in data capture and reporting using monitoring tools to track program indicators as
    per the performance framework including updating AIMS and
    the program results matrix.

    • Participate in the development of survey protocols for baseline and end-line surveys, research
    and evaluations of program.

    • Train and provide continuous mentorship of Community health workers on data collection,
    tracking and reporting on community interventions.

    • Monitor RBF interventions at health facility, and community level and ensure accurate and
    timely reporting.

    • Conduct outcome harvesting and implement targeted data collection/analysis to inform
    decision making around program implementation.

    • Conduct quarterly program review meetings with CHWs, YLOS, WLOs and health facility staff.

    • Participate in preparing monthly, quarterly and annual program performance reports.

    • Support program implementation team to document, disseminate lessons learnt, and best
    practices.

    Basic Qualifications, Training and Experience

    • Bachelor’s degree preferably in, Statistics, Demography or Social Sciences or any other relevant
    discipline.

    • Minimum 3years’ experience in implementing monitoring Evaluation and learning activities for
    SRHR/SGBV Programs

    • Experience in using DHIS2 and digital data collection applications

    • Excellent computer skills, knowledge of Microsoft Office (e.g. Word, Excel);

    • Good reporting, communication and representation skills
