The project aims at emulating previous insurance intervention success aligned with the government vision to deliver Universal Health Coverage by 2022 through contributing towards a universal health coverage rollout in Kenya that’s built for needs of children and adolescents.

It aims at bridging the gap between accessing
affordable healthcare through development of a UHC model that’s equitable available to all Kenyans through NHIF to improve the future of the Kenyan youth.

Goals and outcomes of the Project

  • Achieve a UHC roadmap that promotes equitable access to health services.
  • Well-coordinated UHC rollout between national & county governments.
  • Restructured NHIF Act that reflects the role as a purchaser of a unified, universal and tax funded
    health system.
  • Sustainability of UHC beyond the current government by ensuring that is embedded in the law.

    Main Purpose of Job:-

  • The Ministry of Health is looking to engage a communications and public engagement consultant to assist in the provision of technical direction and facilitation support for communications and public engagement to the Office of the Cabinet Secretary and the UHC Communications Sub-thematic Committee, to enable the successful media and public engagement in the role out of Universal Health Coverage.
  • Under the supervision of the Programme Director, the job holder will report directly to the Cabinet
    Secretary, Ministry of Health, by offering communications technical assistance to support the office of the CS and the UHC Communications sub-thematic committee as part of the implementation of CIFF-UHC
    Grant

    Qualifications

  • A minimum of 5 years of experience with a proven professional record in working in the field of media
    and communication, with media channels and online communications platforms.
  • Experience at the national or international level in science or health communications or health
    advocacy
  • Prior experience working with public institutions such as the Ministry of Health or health or social
    sector development partners on communication and public engagement
  • Detailed understanding of the Kenyan health system and wide socioeconomic and political context
  • Experience in developing strategic communication materials and platforms;
  • Experience in developing knowledge sharing platforms, photography, and development of
    infographics and annotation skills.
  • Experience in communicating and public engagement in English, Kiswahili, Kenya Sign Language
    and the languages of the four pilot counties in which Phase 1 will be universally applied

    Principal Responsibilities

  • Review
    and support the implementation of the interim communication strategy for the Ministry of
    Health
  • Develop a revised communication and public engagement strategy for the roll out of Universal Health Coverage in Kenya

    Support the implementation of the communication strategy including

  • Develop and publish strategic material for information dissemination and public engagement
    including public education material on subject specific areas
  • Enhancing the media presence of the Ministry of Health and information dissemination
    through a variety of media and platforms including social media and websites
  • Consult and collaborate with both internal and external stakeholders, to ensure coordination
    of messaging
  • Develop and implement activities and initiatives that support knowledge-sharing
  • Develop and implement activities and initiatives that support public engagement and other
    interaction with stakeholders through media and platforms that best suit their needs
  • Build the capacity of the Communications Sub-thematic Committee members in
    communication and public engagement
  • Develop and implement activities and initiatives to monitor public attitudes concerning the
    Ministry of Health and its activities
  • Provide recommendations for communication and public engagement that champion the success of
    Universal Health Coverage in Kenya

    The deliverables for the assignment are:

  • Revised interim communication strategy
  • Outputs to support implementation of the interim communication strategy e.g. public education
    material, social media management
  • Communication and Public Engagement Strategy for the MoH
  • A Mapping report detailing the existing media structure and organisation of stakeholders, and the
    development of a contacts/information repository
  • Outputs to support implementation of strategy e.g. websites, media monitoring tools, knowledge
    sharing platforms
  • Weekly media surveillance reports detailing media trends, and development of a response strategy
    that will effectively communicate Ministerial Objectives and Agenda.
  • Report on recommendations for communication and public engagement linked to the successful roll
    out of Universal Health Coverage in Kenya
