Summary of Principal Responsibilities

The Regional HR and Administration Manager is responsible for all human resources and administration related issues at the four offices that constitute the AFSC Africa region. The position will be based at the Africa Regional Office (ARO) in Nairobi. Manages and directs the administration and HR function that impact AFSC personnel, facilities, and programs.

They will work across the region to build a facilitative work culture that enhance performance. Reporting to the Regional Director Africa, this position will consult and collaborate with Africa Leadership Team and the International programs HR manager to enhance the HR function in the Nairobi, Addis Ababa, Bujumbura, and Harare offices.

Human Resources

  • Manage the HR and administration function for Africa region in close consultation with the Regional Director, Africa

  • Support the Regional Director consolidate the HR reports/updates from the region for subsequent transmission to the central office in Philadelphia.

  • Develop training materials and performance management programs to help ensure staff understand their job responsibilities.

  • Regularly review and update conditions of service and share across the Africa region.

  • Provide information to all staff on health insurance, benefits, and pension funds policies.

  • Prepare adverts for job openings, short listing and constitute the search committee for recruitment.

  • Onboard incoming staff, visiting staff and consultants and arrange exit interviews and process outgoing staff and consultants.

  • Revise job descriptions for national staff, assist in setting performance objectives and conduct annual staff appraisals for direct reports.

  • Prepare contract renewals for the applicable staff and review consultant’s contracts.

  • Review and establish (as applicable) a mechanism for handling employee grievances and address disciplinary issues with the aim of maintaining a positive employer-employee relationship and promote a motivating work environment.

  • Ensure AFSC complies with the national labour laws and in consultation with the Regional Director, respond to legal issues.

    Administration

  • Overall responsible for the administration function at ARO

  • Manage the Kenya board calendar and support the Regional Director in note taking during meetings.

  • In consultation with the Regional Director Africa approve relevant expenses that relate to administration and HR.

  • Convene and participate in the Regional Management Team (RMT)

  • Ensure relevant policies are in place and applied consistently. Ensure staff are aware and comply with these policies.

  • Ensure the organization gets value for money by supporting relevant staff in embedding industry best practise in the procurement processes.

  • Administer the information systems and support the flow of information within the office, with Philadelphia and other AFSC offices.

  • Organize and
    supervise filing of all administration, programs, and financial documents and uploading relevant documents to the AFSC intranet Star Cafe.

  • Supervise the Administrative officer, Office Assistant, and other staff in the support function at ARO.

    Staff Safety and Security

  • Support the RD to carry out security assessment and regularly update the security and safety directives and manual for staff and share this information with AFSC colleagues or visitors coming to the region and liaise with the Security Director in Philadelphia

  • Ensure security gadgets are in order, share security updates with staff in Nairobi and follow up on security incidences on their behalf.

  • Carry out other relevant duties and responsibilities as delegated by the Regional Director-Africa and actively participate in RMT meetings and taking minutes.

    Minimum Qualifications Education:

  • A bachelor’s degree from a recognised university and relevant qualifications in HR and administration.

  • Experience: 3-5 years related Administration and Human Resource experience. This position requires proven HR and Administration skills. The role requires collaboration, someone who is a team player who leads by example and with integrity and builds credibility.

  • Ability to create a culture of diversity, inclusivity, collaboration and teamwork.

  • Knowledge of a broad range of HR strategies and practises including compensation, performance management, safety, hiring and employee relations.

    Other Required Skills and Abilities:

  • Strong communication skills (interpersonal, verbal, written) with the ability to establish systems and networks, coordinate with diverse groups, and write concise and accurate reports.

  • Good analytical and organizational skills with the ability to manage multiple complex tasks independently.

  • Understanding of a consultative approach.

  • Ability to work independently in complex environments.

  • Demonstrated ability to work and communicate with diverse staff.
