About the Role

Reporting to the ARC Uganda Country Director, the Program Coordinator is responsible for ensuring for development, implementation, close and consistent tracking of country program work planning and activities for overall timely implementation and realization of country program targets and milestones.

S/he works collaboratively with the Business Development Coordinator, Sector Technical Coordinators, and site leads (e.g. Area Coordinator, Team Leader, Program Manager) in creative program design through quality implementation.

Essential Responsibilities and Duties:

  • Guide the ARC Program Department staff to remain abreast of emerging best practices, innovation within traditional sector works, and other elements of creative / non-traditional programming that can assist ARC to remain a state-of-the-art humanitarian agency.
  • Contribute to research and development of concept notes, proposals, assessments, studies and similar for the country program, with such efforts led by the Business Development Coordinator but supported heavily by the Program Coordinator;
  • Contribute to country program strategy development, ongoing review and realization through supporting activities and project execution.
  • Sustain and generate private donor giving in collaboration with Minneapolis fundraising team.
  • Support the development, implementation, and close and consistent tracking of country program work planning and activities for overall timely implementation and realization of country program targets and milestones.
  • Provide field level program implementation support to ARC field leads and teams, including backstopping in field locations as needed.
  • Ensure that all field teams have accurate and current Work Plans (updated on a quarterly basis) comprising all project activities to be conducted;
  • In collaboration with Operations, ensure that Work Plans are supported by appropriate procurement plans;
  • Work with Budget Holders and Finance to ensure and monitor appropriate burn rate for all grants.
  • In line with Finance, assist program and operations teams as necessary in developing proper tools for burn rate management; identify areas of needed budget realignment and monitor expenditures to ensure compliance with budgets;
  • Working collaboratively with the Sector Technical Coordinators, contribute to country program implementation and performance reporting, both to donors as well as ARC’s International Headquarters.
  • Work closely with the Logistics and Operations unit to ensure timely effecting of country program procurement plans and needs, identifying
    bottlenecks and facilitating smooth fulfillment of program needs.
  • Contribute to staff capacity building and shoulder-to-shoulder training to ensure staff are learning, progressing, and engaged.
  • Broadly, serve as the lead of the Program Department, ensuring guidance of direct implementation activities, program quality
    Country program representation and leadership as requested by the Country Director.

    Skills and Experience
  • Minimum of Master’s degree in Project Management, Development, International Relations, Social Sciences or any related field from an accredited university required.
  • Minimum of seven years of experience with development or relief organizations working in complex emergency situations and/or development settings, including refugees, returnees, displaced, vulnerable and/or conflict affected populations required.
  • Minimum five years of experience directly coordinating development / relief programs at similar senior level.
  • Previous international work and life experience preferred. Note: This position is advertised for Ugandan nationals.
  • Familiarity with private, UN, US government and multilateral donor requirements and working procedures.
  • High proficiency in English, both written and spoken.
  • Proficiency in the use of computers and standard application.
