Job Description

AESA is a renowned international consulting company based in Brussels and provides a wide range of services in the Agriculture and Rural Development Sector. The company was awarded the contract to provide a technical assistance team (TAT) to support the implementation of the EU-funded €15 million 4-year projects 'Health of Ethiopian Animal for Rural Development (HEARD).

The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordinating project activities and providing advice and assistance. The project is implemented by five grantees: The International Livestock Research Institute (ILRI) with the Ethiopian Association (EVA); the Livestock Bureau of Amhara, Oromia and Somali NRS; and the Minister of Agriculture (MoA).

AESA is the lead for the implementing consortium, which includes three additional organisations, namely, VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania, for this EU-HEARD technical assistance contract.

The three experts will be a short time and work full time. The duty station will be Addis Ababa, with a possible visit to Amhara, Oromia and Somali NRS as required. The fee rates will be negotiable.

Purpose of consultancy

It is intended to transfer the knowledge and skills of animal health economics to the Ministry of Agriculture and to selected regional staff members. Additionally, a model livestock control strategy framework, with a detailed methodology for cost-benefit analysis assessments, will also be developed and provided to the Ministry.

As part of the process, the MoA has requested the assistance of a non-key expert from the HEARD project (the expert) who will provide advice and assistance throughout the process

Specific work

  • Assess the existing PPR, FMD and Rabies disease control programmes.

  • Develop a model livestock disease control strategy structure (containing with a detailed cost-benefit analysis/economic framework) for PPR, in alignment.

  • Provide ToT training for selected experts on the livestock disease control strategy development focusing on the cost-benefit analysis/economic model

  • Provide regular progress reports to the Team Leader

  • Organize validation workshops as agreed with
    the Team Leader

    Qualifications Required

  • A degree of Doctor of Veterinary Medicine (DVM) or a degree in agricultural economics from a recognized University and a postgraduate degree in veterinary epidemiology or animal health economics, impact assessment, disease prevention and control or a similar discipline.

  • Additional experience and training related to publications and experience in animal health and livestock disease control economics will be beneficial.

  • General professional experience Required

  • Minimum of 15 years of senior professional experience in the veterinary services

  • Experience and/or knowledge of the eastern African region's animal health situation will be additional assets.

  • An approved similar or related experience in the livestock disease control strategy development, livestock disease economics assessment, disease impact assessment etc

  • Good knowledge of the English language;

  • High level of skill in the preparation of reports, experience with a multidisciplinary team of experts

  • Excellent organizational, planning and communication skills;

  • Knowledge of the epidemiology and prevention/control of PPR, FMD and/or Rabies in Ethiopia or the East African region

    Specific professional experience

  • Proven experience in designing, establishing and managing national animal disease prevention and control programmes.

  • Proven experience in motivating and leading expert teams, providing training in animal health economics etc

  • Proven experience in the development of such control strategies, with a detailed cost-benefit analysis of the program

  • Familiar with the animal health economics
