Agency for Technical Cooperation and Development Country Finance Manager Jobs in South Sudan; Serve as a key member of the country management team, responsible for ACTED’s financial management in‑country under the authority of the Country Director and HQ Finance & Administrative Director. Ensure compliance with national legislation and ACTED’s financial standards, oversee accounting and financial control systems, and provide technical support and capacity building to finance and administrative staff.

Key Responsibilities

Accounting and Treasury Management

  • Supervise the accounting cycle for the mission.

  • Ensure controlled and smooth cash management.

    Commitment of Expenditures, Budget Control & Financial Management
  • Guarantee budget availability and compliance with ACTED and donor procedures before releasing payments.

  • Monitor project budgets, mission cost control, and audits to mitigate financial risks.

    Project Financial Cycle Management
  • Develop project budgets and financial reports, ensuring feasibility and compliance with donor rules and deadlines.

    Team Leadership & Other Tasks
  • Lead and provide technical support to finance teams.

  • Build capacity and monitor staff financial skills.

  • Alert Country Director and HQ Finance Director of major financial risks.

    Requirements for
    Appointment


  • MSc in Finance, Audit, Business Management, Economics, or equivalent.

  • Minimum 3 years’ solid experience in financial and budget management.

  • Excellent financial and analytical skills.

  • Strong communication and drafting skills for reporting.

  • Proven leadership and team management ability.

  • Capacity to monitor and evaluate staff skills through training.

  • Ability to manage stress and operate in cross‑cultural environments.

  • Prior knowledge of the region an asset.

    Conditions

  • Salary: €3,700–€3,900 monthly (before tax), plus $300 monthly living allowance.

  • Accommodation and food provided in ACTED guesthouse.

  • Pension, health insurance, life insurance, repatriation assistance (and unemployment insurance for EU citizens).

  • Flight tickets every 6 months and visa fees covered.

  • Contribution to luggage transport (up to 100 kg depending on contract length).

  • Rest & Recuperation every 3 months (flight tickets up to $500 and $200 allowance).

  • Annual leave: 25–43 days per year.

  • One‑week pre‑departure training at ACTED HQ, including 4‑day in situ security training.

  • Free tax advice (30‑minute consultation).
