In Uganda, AKF is managing a robust and expanding portfolio of multi-sectorial initiatives that includes programs in education, early childhood development, sustainable economic development and civil society strengthening.

AKF in consultation with various stakeholders in the disability sector have co-produced a multi-donor-funded initiative to strengthen the institutional and technical capacities of disabled persons organisations (DPOs) in Uganda.

The first phase of this anticipated four-year initiative places emphasis on strengthening the DPOs’ internal systems including capacity to learn, adapt, and raise funds, and on providing opportunities for the DPOs to design and implement innovative approaches.

Purpose of the role

The Learning and Reporting (L&R) Officer will be responsible for developing and implementing a monitoring, evaluation, and learning framework for the capacity strengthening for NUDIPU and the DPOs.

They will also support and create an environment for NUDIPU and the DPOs to strengthen their M&E systems and adaptation. The L&R officer will report to the Project Director and work closely with the Senior Capacity Strengthening Officer.

Key responsibilities

  • Lead the planning and implementation of monitoring, evaluation, and learning activities for the capacity strengthening initiative, for example- by designing and coordinating the implementation of a monitoring, evaluation, and learning framework, enabling the project to assess effectiveness, progress and outcomes.

  • Coordinate reporting
    activities among implementing among all implementing partners, NUDIPU and the DPOs, and prepare timely progress reports for the project.

  • Write and share results in different formats and with different audiences – including reports, blog posts, dashboards, conference presentations, etc.

  • As part of the DPO capacity strengthening team, develop and implement plans to build NUDIPU and DPO capacities in monitoring, evaluation, and learning.

  • Contribute to the DPO capacity strengthening initiative’s learning and evaluation agenda, for example- by;
    Coordinating and engaging DPOs in a culture and process of learning and adaptation.

  • Identifying learning questions and pursuing them through guided inquiry to inform organizational learning.

  • Engaging the teams in analysis, reflection, and sharing to improve the project’s strategy and practice.6. Respond to information needs and requests from the PMU, donor, DPOs and government.

    Qualification and Experience

  • At least 3-5 years of work experience developing and executing thoughtful monitoring, evaluation, and research plans to assess impact and improve programming.
  • Master’s degree in related field, preferably with a strong research component demonstrating training and skills in evaluation of training or capacity strengthening initiatives, implementation, and analysis
    Intellectual curiosity and attention to detail, completed by sound analysis, critical thinking skills, and understanding of the big picture
    Experience and skill using analysis software, including SPSS, NVIVO, and MS Excel (or similar applications).
  • Strong time management skills with the ability to effectively multi-task and prioritize to meet deadlines.
  • Fluency in written and spoken English required
