Purpose of Job

To provide strategic leadership for the overall supervision and management of the Division.

Main Functions

  • Provides strategic advice to the Deputy Clerk in Human Resource Management and Development that contributes to the development of PAP policy direction, strategic plans, programmes and resource allocation.

  • Supervises staff in the Administration and Human Resources Division.

  • Ensures compliance to the AU Policies on Human Resources Management.

  • Supervises the development and operationalisation of guidelines for the HRM functions in PAP.

  • Works as part of a cross functional team developing organisational wide changes that create an enabling environment for employees and Parliamentarians to perform optimally in their functions.

  • Entrenches a results-based Performance Management System in PAP to monitor and manage performance.

  • Ensures that Audit queries relating to the work of the division are responded to and resolved timely.

  • Represents PAP at AU wide Organs’ meetings and implements initiatives thereof in PAP.

  • Serves on the Appointment, Recruitment & Promotion Board (APROB) as the Secretary.

  • ls a member of the AU Staff Pension Board.

  • Provides leadership in the development and application of appropriate Safety policies.

  • Designs, implements and continuously reviews an overarching Human Resources management strategy, aligned with the PAP’s Vision and Strategic Plan and ensures that the roles of individual employees are aligned accordingly.

  • Performs human resources functions related to organisational development, staff planning, recruitment, placement, promotion, staff training and management development, job classification, compensation and benefits, staff relations, performance management and other areas of HR management.

  • Performs any other work as may be assigned by the Head of Department, the Clerk of Parliament or the President of Parliament.

    Specific Responsibilities

  • Provides overall leadership, supervision and management of a multi-functional team of professionals and staff in the Division while ensuring that the work of all other stake holders is supported as appropriate.

  • Conducts business with stakeholders including the African Union Commission and other AU Organs, Vendors, Regional, National & Continental Parliaments, International Organizations’ and Development Partners relating to Human Resources Management (HRM) and Development; Procurement, Travel & Stores; Information Technology, Media and Communication.

  • Involved in the decision-making process of the Pan African Parliament (PAP) as a member of the Senior Management team and takes decisions and actions on major operational matters relating to administration and human resources.

  • Ensures PAP's compliance with the requirements of the African Union Human Resources (HR) procedures, Procurement Manual, formulates appropriate solutions to incorporate ICT and administrative service matters in providing streamlined cost-effective business processes and financial information systems.

  • Provides leadership in the development and application of appropriate workplace safety policies.

  • Liaises, negotiates, and coordinates with national authorities and /or member governments with respect to administrative, human resources and logistical matters to enhance understanding and endorsement of the PAP policies and objectives.

  • Prepares the Division annual budget and submit for consideration and corresponding approval;
    Reviews the system effectiveness and recommend improvements in order to mitigate identified risks;

  • Ensures compliance with AU Staff Regulations and Rules, Procurement Manual, ICT Policy and other Administrative Policies and guidelines of the African Union;

  • Reviews applicable policies, systems and controls for adequacy, being
    up to date and operational effectiveness;

  • Supervises the development and operationalisation of guidelines for the administrative function in the PAP.

  • Liaises with Continental, Regional & National Parliaments to seek best practices in administrative and logistical matters which could be applied to improve the business processes in PAP.

    Academic Requirements and Relevant Experience]

  • A Master's Degree in Public Administration, Human Resources Management / Development, Business Administration or related field with twelve (12) years of relevant work experience in the management of a large administration or HR department of which seven (7) years at managerial level and five (5) years at supervisory level;

  • Proficiency in one of the AU official working languages (French, English, Portuguese, Arabic) and fluency in another AU language(s) is an added advantage

    Tenure of Appointment

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.

  • Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

    Remuneration

  • Indicative basic salary of US$ 50,746.00 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), Housing allowance US$ 27,290.88.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
