African Union Fisheries and Aquaculture Officer Jobs in Nairobi

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.


In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of regular and short-term vacant posts.

The Commission of the African Union invites applicants who are citizens of Member States for the position of Fisheries and Acquaculture Officer below within the African Union Inter-African Bureau for Animal Resources – AU-IBAR (Department of Rural Economy and Agriculture of the African Union Commission).

Main Duties and Responsibilities

  • Develop and support mechanisms to promote and strengthen mechanisms for coordination, collaboration and cooperation in the management of fisheries and development of aquaculture sector.
  • Develop programmes to strengthen human and institutional capacity of African Union member states (AU MS) for sustainable fisheries management and aquaculture development, including support to strengthening capacity for combating Illegal, Unreported and Unregulated fishing, strengthening environmental control and biosecurity governance in aquaculture and inland fisheries production systems.
  • Provide technical support to AU MS, Regional Fisheries Bodies (RFB) and Regional Economic Communities (REC) for formulation of coherent fisheries and aquaculture policies and strategies consistent with regional, continental and relevant international frameworks and instruments.
  • Strengthen capacity of AU MS for increased sustainable returns from fisheries and aquaculture resources, including strengthening intra-regional and international trade for Africa fish and fish products.
  • Facilitate development of a mechanism to strengthen the capacity of AU MS for coherent African voice in regional and international fisheries and and aquaculture forums.
  • Promotion of sound strategies and plans for sustainable management of small-scale fisheries (coastal and inland fisheries) and aquaculture development for increased sustainable contribution to food security, livelihoods and wealth creation.
  • Promote knowledge and awareness in AU MS on appropriate fisheries management approaches and tools, appropriate models for strengthening aquaculture extension services, business development or private sector participation.
  • Develop strategies for capacity strengthening in fishing and fish farming communities for resilience to climate change and other natural disasters.
  • Help coordinate the organization of high level regional and continental forums on fisheries and aquaculture.
  • Formulate programmes and projects as well as support implementation of ongoing programmes and projects in the sector.
  • Perform any other duties as requested by the Director of AU-IBAR.

    Qualification and Work Experience Required

  • University Bachelor Degree in Fisheries, Aquaculture or Related Aquatic Science Subjects with 3-4 years of experiences in African Fisheries, Aquaculture Sector, Fisheries & Aquaculture Research Development & Management with evidence of attainment of supervisory positions in Government, Inter-Governmental, Regional & Continental Institutions or Non-Governmental Organizations in fisheries management and development issues with extensive engagement with senior government officials in relevant institutions in African Union member states (AU MS), Regional Economic Communities (REC), Regional Fisheries Bodies (RFBs) and Non-State Actors (NSA) (A Master Degree or Phd is an added value).
  • University Diploma in Fisheries, Aquaculture or Related Aquatic Science Subjects with 5 years of experiences in African Fisheries, Aquaculture Sector, Fisheries & Aquaculture Research Development & Management with evidence of attainment of supervisory positions in Government, Inter-Governmental, Regional & Continental Institutions or Non-Governmental Organizations in fisheries management and development issues with extensive engagement with senior government officials in relevant institutions in African Union member states (AU MS), Regional Economic Communities (REC), Regional Fisheries Bodies (RFBs) and Non-State Actors (NSA).
  • Experience in fisheries and aquaculture policies, strategies or guidelines formulation at regional or continental level.
  • Knowledge in promoting appropriate data collection systems and tools
    for monitoring performance of fisheries and aquaculture sector.
  • Experience in convening high level policy organs and Think stakeholders forums on the sector at continental level and implementation of emerging decisions.
  • Sector related project development, management and implementation skills at national, regional and continental levels.
  • Very strong research, writing, analytical and communication skills are necessary.
  • Diplomacy and good interactive skills necessary for dealing with senior officials in Government, Regional Organizations, and donor/development organizations.
  • Good networking skills and ability to maintain positive and constructive dialogue and relationships with key institutions operating in the sector.
  • Self-starter with the ability to strategically plan own work and follow-up on implementation.
  • Demonstrated ability to provide strong leadership and foster team environment is required.
  • Extensive knowledge on issues of Africa large marine ecosystems, freshwater and aquaculture and knowledge on ongoing African Union initiatives and interventions in the sector.
  • Sound knowledge of relevant regional and international fisheries instruments relevant to Africa fisheries and aquaculture.
  • Sound knowledge on and environmental control and biosecurity governance in aquatic production systems.

    Language Requirement

  • Proficiency in one of the African Union working languages is a must. Knowledge of one or several other working languages is an added advantage.

    Tenure of Appointment

    The appointment will be made on regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.

    Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

    Candidates from the following least represented countries are encouraged to apply: Eritrea, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, Madagascar, Sao Tome and Principe, Seychelles and Somalia.

    Remuneration

    Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 22,932.00 (per annum), education allowance (100% of tuition and other education related expenses for every eligible dependent up to a maximum of US$ 10, 000.00 per child per annum), etc. for internationally recruited staff of the Commission.
