Introduction

Uganda is currently facing a critical decline in journalism standards, media freedom, and civic space, as highlighted by reputable organizations such as Reporters Without Borders and the 2022 State Department Human Rights Report. This deterioration poses a significant threat to the integrity of journalism and the broader democratic fabric of the nation.

Recent rankings, including Reporters Without Borders' 2023 assessment placing Uganda as the 164th least safe country for journalists, underscore the urgent need for an in-depth examination of the state of journalism in the country. Journalists, human rights defenders, and civic activists are increasingly encountering harassment, threats, arrests, and physical assaults.

The digital realm, once considered a sanctuary for free expression, is now under constant threat from both governmental and non-state actors. The Freedom on The Net 2022 index designates Uganda as Partly Free, emphasizing the pressing need to safeguard digital rights.

With the upcoming elections in January 2026, the role of journalism in upholding transparency and accountability becomes even more crucial. Concerns arise about the potential re-election of the incumbent president after 37 years in power, raising questions about the entrenchment of the ruling party and potential exacerbation of state restrictions on journalistic endeavors.

In response to these challenges, we urgently seek a Curriculum Developer for a Democracy Fellowship for Journalists to design a comprehensive curriculum aimed at addressing the pressing issues faced by journalists in Uganda.

Purpose of the Curriculum Development

This initiative aims to equip journalists with the necessary skills and knowledge to navigate challenges in both physical and online spaces, fostering media freedom, and enhancing democratic engagement.

Scope of Work

The Curriculum Developer will be responsible for designing a curriculum that addresses the identification and prioritization of challenges encountered by journalists. The focus will be on developing strategies to protect and

advance journalism, ensuring it remains a cornerstone of democratic societies in Uganda.

Methodology

The Curriculum Developer is expected to craft a curriculum through thorough research and engagement with key stakeholders. This will involve reviewing existing materials, conducting interviews with relevant officials, and employing innovative teaching methodologies.

Timeframe

This curriculum development assignment will not exceed 20 working days.

Financial Proposal and Schedule of Payment
The Curriculum Developer is expected to submit a well-thought-out financial proposal (including a budget breakdown) with an all-inclusive fee. Payment will be made in two installments
50% upon submission of a satisfactory initial draft of the curriculum. Final payment (50%) after submitting a satisfactory final draft of the curriculum.

Working and Reporting Arrangements

The Curriculum Developer will work under the overall supervision of the project manager.

Qualifications and Competencies Required

• A minimum of a master’s degree in education, curriculum development, journalism, or a related field.

• Extensive experience in developing curricula for programs related to media, journalism, or democracy.

• Excellent analytical and communication skills

• Demonstrate integrity by modeling the organization's values and ethical standards.

• Ability to work independently with minimum supervision.

• Proven experience in working with similar organizations.

• Detailed knowledge and practical experience of curriculum development methodologies.
